Since the coordinated development strategy in Beijing,Tianjin and Hebei was officially promoted as a national strategy in 2014,ecological and environmental protection has always been regarded as one of the key areas that have made breakthroughs in coordinated development.In order to improve the regional ecological and environmentalquality,the governments of the three regions have issued a series of policy docume-nts and comprehensively carried out ecological and environmental pollution control work.However,the externality of ecological environment as a public good causes obstacles in environmental regulation of government departments,which leads to lowefficiency of environmental regulation.Therefore,timely evaluation of the implement-ation effect of coordinated policies is of great significance for improving the efficie-ncy of environmental regulation and high-quality development of Beijing-Tianjin-Hebei.Based on the panel data of 30 provinces and cities from 2009 to2020,this paper uses the super-efficiency SBM model to measure the efficiency of environmental regulation,and uses the synthetic control method to empirically study the impact of Beijing-Tianjin-Hebei synergistic policies on the efficiency of environmental regulation,and further explores the impact mechanism of synergistic policies on the improvement of environmental regulation efficiency.In order to provide a scientific basis for the Beijing-Tianjin-Hebei cooperation to improve the efficiency of environmental regulation.From the perspective of collaborative policy,this paper innovatively takes the Beijing-Tianjin-Hebei collaborative policy as a natural experiment,and combines it with the efficiency of environmental regulation to study its impact.The results show that:(1)from 2009 to 2020,the efficiency of environmental regulation in the Beijing-Tianjin-Hebei urban agglomeration is higher than that in the control region,but the growth rate is slow,and the spatio-temporal heterogeneity of environmental regulation has certain obstacles to the improvement of environmental regulation efficiency.(2)In terms of policy effect,through calculation of synthetic control method,it is concluded that the Beijing-Tianjin-Hebei coordinated policy has not greatly improved the efficiency of environmental regulation in the Beijing-Tianjin-Hebei region.In the process of Beijing-Tianjin-Hebei coordinated development,the effect of policy implementation has not reached the desired effect,and further exploration of policy coordination mechanism is needed.(3)In terms of influencing factors,synergistic policies mainly have a significant impact on the efficiency of environmental regulation from the aspects of economic development and scientific and technological innovation,economic development has a negative impact on policy effect,scientific and technological innovation has a positive impact on policy effect,and industrial upgrading and environmental protection intensity have no significant impact.Therefore,according to the above conclusions,strategic suggestions are put forward from the aspects of strengthening the top-level design of the Beijing-Tianjin-Hebei coordinated policy,establishing the "upper and lower coordinated and joint cooperative" ecological and environmental protection coordination mechanism,strengthening the horizontal ecological compensation coordination among cities,enhancing industrial coordination and scientific and technological innovation level through the collaborative mechanism of pollution reduction and carbon reduction,and focusing on the overall coordinated development of Beijing-Tianjin-Hebei.We will promote high-level development of environmental regulations in the Beijing-Tianjin-Hebei city cluster.
