The cost control of the concentrated sewage advanced treatment project in feather park is related to the economic benefits,and its comprehensive performance are closely related to the sustainable development of the local area.However,researches on sewage treatment cost optimization and comprehensive performance evaluation of most sewage treatment projects in our country are insufficient.This paper took the XC park feather centralized sewage advanced treatment project as the research object,starting with the project background and operating cost analysis,the necessity and plan of the sewage treatment cost control optimization were obtained;Then,based on the established evaluation principles of the project,a comprehensive performance evaluation system was constructed;Further,combined with the application of analytic hierarchy process,expert evaluation method and fuzzy comprehensive evaluation method,the comprehensive performance of the project(with and without sewage treatment cost optimization)was evaluated.The main findings are as follows:(1)The XC feather park centralized sewage advanced treatment project had defects such as unclear organization settings and responsibilities,imperfect cost accounting system,omissions in the cost control process of sewage treatment,and lack of information disclosure.Thus,cost control needed to be optimized.(2)The cost control optimization plan based on the sewage treatment process(before,during and after)can reduce the generation rate of negative products,and can convert some negative products into positive products as well.(3)A comprehensive evaluation system for the sewage treatment project including 4 primary indicators and 16 secondary indicators was constructed.The four primary indicators were technical level,environmental benefits,economic efficiency and social benefits,each of which determined 4 secondary evaluation indicators.(4)The maximum value of the fuzzy comprehensive evaluation set with cost optimization was 0.2879 and the minimum was 0.2210.The corresponding final comprehensive evaluation result was consistent with PY2,which meant"good".The maximum value in the evaluation set without optimization was 0.4983 and the minimum was 0.4082,which meant"poor".The research results of this paper show that the centralized sewage treatment project in XC park needs to be optimized for cost control.The optimization scheme proposed in this paper can significantly improve its environmental,economic and social benefits,whereas the stability and technical reliability of the sewage treatment process needs to be strengthened.It is recommended to carry out industry-university-research cooperation with universities,scientific research institutes,etc.,to enhance the advancement of core technologies and updating capabilities.This paper can provide a reference for the cost control optimization and comprehensive evaluation for feather processing sewage treatment projects in other places or other wastewater treatment projects.
