Abstract/Summary:
The 19th National Congress of the Communist Party of China put forward the strategic requirements of strengthening ecological environmental protection, enhancing ecological civilization, fighting pollution prevention and control, winning the blue sky defense battle, and building a beautiful China. In recent years,Hunan Province has driven the rapid development of the surrounding urban agglomerations with the economic integration of Changsha,Zhuzhou and Xiangtan as the core. However, along with economic growth and energy use, environmental problems have become more and more serious. The first is the problem of air pollution. This not only affects industry and agriculture, but also harms people’s health and causes inconvenience to life. Therefore,in order to establish a long-term sustainable development model and improve the quality of people’s living environment,it is urgent to formulate air pollution protection policies tailored to local conditions. This paper uses fuzzy comprehensive evaluation method to evaluate the air quality of Hunan Province based on the annual average concentration of air pollutants in 14 cities in Hunan Province from 2016 to 2020,and uses software such as Excel and Arc GIS 10.2 to analyze the spatial distribution. The results show that the main pollutants in Hunan Province from 2016 to 2020 are PM2.5 and PM10.The air quality is better in Jishou City,Chenzhou City,Zhangjiajie City, etc.;the poorer air quality is in cities such as Chang-Zhu-Tan urban agglomeration. The 14 cities and prefectures will basically reach the first-class air quality standard in 2020.The overall distribution of air pollutants is characterized by agglomeration, mainly in the northeastern part of Hunan Province, where the air environment quality is relatively poor..From the aspects of economic growth and energy consumption to analyze the relationship and impact of air pollution, use panel data from 2000 to 2019 to construct a VAR model.Through co-integration test and Granger causality test,it can be seen that Hunan Province’s economic growth and the atmosphere There is a two-way linear relationship in a stable equilibrium state between pollution emissions and energy consumption.Energy consumption is a one-way causal long-term equilibrium relationship of air pollution. Then using the combination of impulse response and variance decomposition method,it is concluded that the air pollution emissions in Hunan Province have been greatly affected by economic growth, but there is a decreasing trend;the contribution of economic growth to energy consumption first increases rapidly and then slowly decreases.Maintain a certain high level. Then based on the 3E system theory model, some economic growth and energy consumption indicators were selected to conduct a gray correlation analysis on the influencing factors of air pollutant emissions in Hunan Province from 2007 to 2017,and the correlation was obtained, and the industrial structure, technical level,Living standards and energy consumption will have a relatively large impact on air pollutant emissions, and the level of technology has the greatest impact on air pollutant emissions. Finally,I enumerate some atmospheric control measures currently adopted by Hunan Province, and put forward some of my own suggestions on air pollution control in Hunan Province based on the above analysis results, and provide my own strength for the development of air pollution control in Hunan Province.
