In 2012,the 18 th National Congress of the Communist Party of China formally incorporated ecological civilization construction into the "Five in One" overall planning layout,and China’s environmental protection industry began to develop rapidly.Since 2014,the environmental protection industry has been written into the work report of the central government several times,and the government has also formulated a series of preferential policies to support the development of the environmental protection industry.In 2022,the20 th National Congress of the Communist Party of China put forward that Chinese path to modernization is a "green" and "sustainable development" modernization,a modernization that integrates ecological civilization construction into the overall development,and the environmental protection industry ushered in new development opportunities.In recent years,the government has issued many R&D subsidy policies to support the development of environmental protection industry.However,what is inconsistent with the huge subsidies received is that many enterprises’ innovation performance has declined rather than improved after receiving government R&D subsidies.Therefore,it is of great practical significance for environmental protection enterprises to clarify the impact of government R&D subsidies on the innovation performance of environmental protection enterprises,so as to effectively play the incentive role of government R&D subsidies,which can improve the utilization efficiency of subsidies,accelerate the pace of innovation,improve innovation performance,and promote the green development of economy.This thesis selects Weiming as a case company.Firstly,based on reading a large amount of literature,it summarizes and sorts out the different impacts of government R&D subsidies on enterprise innovation performance;Secondly,introduce the overall situation,development process,and industrial scale of the environmental protection industry,and analyze the current status of government R&D subsidies and innovation performance of some representative enterprises in the field of solid waste treatment and resource utilization;Next,introduce Weiming and explain the reasons for selecting cases,as well as introduce the current status of Weiming’s government R&D subsidies and research and innovation achievements;Finally,construct specific evaluation indicators for innovation performance,and use the DEA model to explore the specific performance efficiency of Weiming’s innovation performance under government R&D subsidies.Then,conduct a detailed analysis of the relationship between Weiming’s government R&D subsidies and various indicators of innovation input and output.This thesis finds that: firstly,the government R&D subsidy has incentive effect on Weiming’s innovation investment,but this incentive effect lags behind,and the government R&D subsidy can encourage enterprises to increase their own funds to invest in R&D innovation,thus making this positive incentive effect more obvious to respond to R&D investment;Secondly,the government R&D subsidy has an incentive effect on Weiming’s innovation output,but it is not obvious enough.The innovation output has not changed significantly with the substantial increase of government R&D subsidy;Finally,Weiming has excessive government subsidies.The growing government R&D subsidies have exceeded Weiming’s ability to transform resources.
