Research On The Construction Of Ecological Space Control System

The report of the 19th National Congress of the Communist Party of China points out that to provide more high-quality ecological products to meet the needs of the people’s beautiful ecological environment,ecological space is a land space whose main function is to provide ecological products and services,and the function of ecological space is the basic condition to meet the needs of the people’s beautiful ecological environment.However,there are some problems in the current regulation of ecological space,such as the unscientific zoning,unclear powers of different levels of government and weak regulation system,which lead to the occupation of ecological space by other spaces and affect its function.Therefore,the key to solve the above problems is to further strengthen the control through the establishment of ecological space control system.Based on the goal orientation of ecological space governance,this study first clarified the existing problems and development trends of the current ecological space control by reviewing the land use regulation,the use of ecological elements and the regulation of land use control system.Then,the connotation of the ecological space control is defined from the three-dimensional perspective of subject,object and tool,and then the basic connotation and attribute characteristics of the eco-spatial control system are defined.Finally,based on the three-dimensional analysis framework of problems,experience and attributes,the ecological space control system is constructed,which is based on the ecological space control division and the vertical power classification as the core,including pre access,in-process transfer,and error correction exit.Based on the general ecological space control system,taking Nanjing as the research area,this paper makes an empirical analysis on the key issues such as the delimitation of ecological space control zones and the refinement of the control system.The main contents are as follows:(1)Nanjing ecological space control zoning.Through the analysis of the upper documents,literature and technical guidelines,this paper combs the leading ecological function types and main ecological sensitive issues in Nanjing,constructs the single factor comprehensive evaluation index system of ecosystem service function importance and ecological environment sensitivity in line with the actual ecological background of Nanjing,and uses Arc GIS spatial analysis software to evaluate the weighted average of spatial grid data and evaluate the results Then,the ecological space control zoning of Nanjing city was determined.The results show that the ecological space area of Nanjing is 2396.67km~2,accounting for 36.38%of the total land area of the city,of which the ecological protection red line area is 595.11km~2,accounting for 9.03%of the total land area of the city;the general ecological space area is 1801.56km~2,accounting for 27.35%of the total land area of the city.(2)Nanjing ecological space control system is refined.Based on the delimitation of ecological space control zoning in Nanjing,the five systems are refined to form a control system based on two-level control zoning,with the control zoning,space access and use conversion hierarchical management mechanism as the core,including the pre differentiated list access system,the in-process use conversion system,and the post space error correction and exit system.
