| While driving global modernization,ICT innovation has generated a large amount of electricity consumption,which has become a major factor in the increase of carbon emissions.To this end,green innovation in the field of ICT is urgent.As a subdivision of green technology innovation,green ICT innovation considers environmental benefits on the basis of traditional ICT innovation,and uses its network effect,scale effect and high penetration to promote the green development of China’s economy.Therefore,it is of great significance to study whether green ICT innovation has the effect of carbon emission reduction.Based on China’s provincial panel data from 2000 to 2020,the patent data of green ICT innovation were searched and screened,and combined with the comprehensive carbon emission data,the actual effect of green ICT innovation on China’s provincial carbon emissions was empirically tested,and the mediation mechanism,regulation mechanism and heterogeneity characteristics of green ICT innovation affecting China’s provincial carbon emissions were discussed.The results show that green ICT innovation can significantly slow down the increase of China’s provincial carbon emissions,and have a positive carbon reduction effect on carbon emissions,and the conclusion has passed the endogenous treatment and robustness test,which is consistent with the benchmark results.The results of the intermediary effect show that the impact of green ICT innovation on China’s provincial carbon emissions has the mediating effect of energy intensity,green total factor productivity and industrial structure,that is,green ICT innovation can reduce carbon emissions by reducing energy intensity,improving green total factor productivity and promoting industrial structure upgrading,and all of them are manifested as partial intermediary effects.The results show that the impact of green ICT innovation on China’s provincial carbon emissions has the regulatory effect of green R&D capabilities and environmental regulation,and both green R&D capabilities and environmental regulation can positively enhance the effect of green ICT innovation on carbon emission and carbon reduction.The heterogeneity analysis shows that the impact of green ICT innovation on China’s provincial carbon emissions has three-dimensional heterogeneity of economic level,green ICT innovation type and ICT development base,and green ICT innovation can significantly slow down the increase of carbon emissions in both high-level and low-level regions,and the emission reduction effect of green ICT innovation in regions with higher economic level is higher than that in regions with lower economic level.Green ICT breakthrough innovation and green ICT progressive innovation can reduce carbon emissions,and the carbon reduction effect of green ICT progressive innovation on carbon emissions is higher than that of green ICT breakthrough innovation.Green ICT innovation can significantly slow down the increase of carbon emissions in regions with good and weak ICT development foundations,and the emission reduction effect of green ICT innovation in regions with good ICT development foundation is higher than that in regions with weak ICT development foundation.Finally,based on the relevant empirical results,the following suggestions are put forward:strengthen investment in green ICT innovation and improve the green ICT innovation system;strengthen the intermediary role of green ICT innovation in energy intensity,green total factor productivity and industrial structure,and explore multiple channels of green development;enhance the green R&D capabilities and environmental regulation and regulation role of green ICT innovation,and maximize the carbon emission reduction effect of green ICT innovation;grasp the heterogeneity of green ICT innovation and formulate development plans that are in line with the current situation of the region. |
