With the acceleration of urbanization and the increase of urban population,urban water environment deteriorates sharply.Urban environment is the basis for the survival of urban residents,and urban water environment governance is an important task for the government to build a harmonious society.The PPP model can relieve the financial pressure of the government and improve the project efficiency by using the advanced experience and technology of social capital.However,the current PPP project crisis is frequent,and it is difficult for urban water environment management PPP project to play the governance effect.It is a strong guarantee for water environment management projects to achieve expected goals to carry out periodic performance monitoring,discover project problems,and correct low-performance parts.The performance monitoring of urban water environment governance PPP projects involves multi-source monitoring data such as water conservancy facilities,river embankments,garden plants,etc.,multi-dimensional spatial data of "points","lines" and "surfaces" of water quality,river and park health,and "short","medium" and "long" multi-dimensional time data such as monthly inspection,quarterly inspection and annual inspection.At the same time,multidimensional spatio-temporal data exist in some monitoring sites,such as the data of ammonia nitrogen,total phosphorus,COD and so on of river channels throughout the year and multiple water quality monitoring sections.How to integrate these multi-source,multi-dimensional and multi-temporal data to reflect the overall performance of a project is a difficult problem faced by current performance monitoring.At present,the research on the performance evaluation of water environmental governance PPP projects does not take into account the problems of multi-source,multi-spatio-temporal data fusion in performance monitoring.The research object of this paper is PPP project of urban water environment governance,aiming to build a targeted performance monitoring index system with characteristics of PPP project of water environment governance,establish a performance monitoring model based on multi-source spatial-temporal data fusion,integrate multi-time,multi-space and multi-source performance data,make full use of the data,and comprehensively reflect the project situation.The main contents of this paper are as follows:(1)Establish a performance monitoring index system for urban water environment treatment PPP projects.Water environmental pollution has the characteristics of wide distribution,complex causes and difficult treatment.Water environment treatment projects generally involve multiple technical categories,such as water conservancy,landscape,municipal,etc.,and involve numerous types of performance indicators.At the same time,the project has the characteristics of public welfare,comprehensive strength,and large investment scale,and numerous risk factors.It is the basis and premise of the research to construct a targeted performance monitoring index system with the characteristics of water environment governance PPP projects.In this paper,literature review method is adopted to initially establish a performance monitoring index system,and then expert interview method is adopted to collect expert opinions to supplement and improve the index system,so as to establish a relatively perfect and scientific performance monitoring index system for urban water environment treatment PPP projects.(2)Establish a performance monitoring model for urban water environment governance PPP projects based on multi-source spatio-temporal data fusion.Aiming at multi-spatial and temporal performance data,the similarity method is used to fuse time data,and OWA operator is used to fuse spatial data to get the performance value after spatio-temporal processing.According to the performance value of each index,the D-S evidence theory based on European distance is adopted to integrate multi-source data to get the overall performance level.According to the overall performance monitoring results of the project,combined with the performance of each indicator,the corresponding management policies are formulated or adjusted,timely correction,and better achieve the project objectives.The PPP project of Pingyu water environmental governance is taken as an example to verify.The results showed that the overall performance level of Pingyu water environmental treatment project was Ⅱ(good).It indicates that the overall situation of the geography project is good.At the same time,the model can show the performance of each level index.SPV company governance B1,water conservancy facility B3,garden plant B6,bridge B7 performance level is Ⅲ(general),later can focus on these aspects of performance management. |
