Issues And Countermeasures Of Emission Control And Supervision In The Coal Industry In Province L

Methane emissions from the energy industry account for about twenty percent of global methane emissions,and methane emissions from the coal industry account for more than half of the emissions from the energy industry.Methane escapes from coal during mining,storage,and transportation,and methane emissions from coal combustion as a fuel are released into the atmosphere,exacerbating the greenhouse effect.Effective solutions to the methane control and emission problems in the coal industry in L province can help reduce the rate of coal gas accidents,efficiently manage and utilize gas,and improve mine gas monitoring means to effectively prevent coal mine gas accidents.It helps to improve the ecological environment by reducing the dependence on fossil energy,promoting the quality and efficiency of methane control and emissions,reducing the release of various toxic and hazardous substances,and minimizing the damage to the ecosystem.It helps to alleviate the greenhouse effect,reduce greenhouse gas emissions by controlling methane emissions,reduce the degree of environmental pollution,and improve the quality of the atmospheric environment.The study of methane emission control in the coal industry of Province L will help to further optimize and improve the theory and thinking of methane emission control management in the coal industry of Province L,and provide theoretical support for achieving the targets of energy consumption and coalbed methane utilization in Province L in the "14th Five-Year Plan" as soon as possible.In the process of methane emission in L province,national standards are strictly enforced,and many policies and systems have been introduced to guarantee the work,but there are also problems such as insufficient supervision,imperfect supervisory policies,outdated supervisory means and imperfect monitoring system.Based on the theory of sustainable development,synergistic theory and industrial technology policy theory,this paper investigates the situation of gas resources in mines in Province L,organizes the safety problems occurred in the coal industry in Province L in recent years,and studies the reality of methane control and emission management in the coal industry.The analysis concludes that the methane control and emission regulation problems in Province L are caused by the government’s insufficient human resources,poor training system,unsatisfactory working mode,and unsound legal and institutional system.This paper draws on domestic and international experience and proposes measures for methane control and emission management in the coal industry of L province,which are mainly optimized in the three aspects of main responsibility,comprehensive control and emission management,and system construction,to help the efficient,green and sustainable development of methane control and emission management in the coal industry of L province.
