| Shipping along the Yangtze River is an important part of the comprehensive transportation system of the Yangtze River economic belt and an important support for building a high-quality development economic belt.At present,the water emergency rescue capacity of the Yangtze River is insufficient,and it is difficult to meet the needs of large-scale,diversified and increasingly busy Yangtze River shipping.Safety is the premise of high quality development.The Yangtze River water emergency rescue base is a professional force established by the state,which is a supplement to the cruise rescue integration.It is conducive to making up the shortcomings of the Yangtze River water emergency rescue capacity,effectively dealing with water traffic accidents,and helping the safety development of the Yangtze River,which has certain research value and practical significance.Research on location of emergency rescue base plays an important role in rapid response to accidents and improvement of rescue effect.This paper focuses on the location of emergency rescue base in the Yangtze River,analyzes the water traffic accidents,evaluates the distribution of water traffic safety risks,and determines the location principle of emergency rescue base.The location models of the upper,middle and lower reaches of the Yangtze River were respectively constructed,and the location scheme of the Yangtze River emergency rescue bases was studied.The main research work of this paper is as follows:Firstly,combined with basic data of ship traffic accidents on the Yangtze River,the water traffic safety risk evaluation system is constructed.Using the entropy method and the TOPSIS algorithm for risk assessment,in order to point out the key areas.The factors affecting the location of water emergency rescue base on the Yangtze River are further analyzed and the location principle is clarified.Secondly,combined with the channel characteristics and emergency rescue requirements of the upper,middle and lower reaches of the Yangtze River,the multiobjective optimization models for location of water emergency rescue bases in the upper,middle and lower reaches of the Yangtze River are constructed,with the aims of minimizing the demand-weighted distance,minimizing the maximum risk-weighted distance,and maximizing the number of accident points covered,and is solved by the NSGA-II algorithm and the TOPSIS algorithm.Finally,the location models are applied in the upper,middle and lower reaches of the Yangtze River.On the basis of parameter setting for emergency rescue needs,the optimal location schemes for different numbers of emergency rescue bases in the upper,middle and lower reaches of the Yangtze River are calculated.The Vikor algorithm is used to recommend location scheme and determine the specific location of the emergency rescue bases in the Yangtze River. |
