World Bank-Financed Ecological Environment Protection Project Management In Hainan

As one of the world’s leading multilateral development banks and international financial organizations,the World Bank has provided large-scale loans to China to help China’s economic construction in the environment,urban construction and agriculture,and the total loan commitments to China have exceeded US$65.6 billion.From 1984 to 2020,the World Bank’s project lending in Hainan amounted to $323 million.Since the construction of the free trade port in Hainan in 2018,it has actively promoted cooperation with international organizations and institutions,and will soon welcome more cooperation with World Bank-financed projects.Despite the World Bank’s financing of ecological and environmental protection projects in Hainan,implementation issues such as management,quality control,and funding severely impede the projects’ efficiency and advantages,and are incompatible with the development requirements of the national ecological civilization pilot zone.Taking the HNTCC5 World Bank-financed project as the specific research object,this paper focuses on the research and analysis of the organization,management and implementation process,the methods and paths of project quality control,and the existing problems of the ecological and environmental protection projects financed by the Hainan World Bank represented by this project,and puts forward relevant countermeasures and suggestions on project management and quality control on this basis,and clearly puts forward specific suggestions for actively introducing private capital to participate in the ecological and environmental protection projects financed by the Hainan World Bank,in order to help the strategic task of the construction of the national ecological civilization pilot zone.The organization and implementation of HNTCC5 World Bank-financed projects mainly includes six stages: project selection,preparation,pre-assessment/evaluation,negotiation,implementation,and post-evaluation.Reflecting the distinctive quality control approaches and routes of World Bank-financed projects,such as internal control,inspection mission control,and collaboration and control between the World Bank and relevant departments,this project is highly illuminating for investigating and examining the quality management of ecological and environmental protection projects.Quality control is mainly conducted internally,with the aim of refining the management implementation system and fortifying procurement,payment,and capital management.The experience and practices of the HNTCC5 World Bank-financed project have an important reference and enlightenment role for private capital that is still in its infancy to participate in the ecological environmental protection project financed by the Hainan World Bank.Countermeasures and suggestions to optimize the capital structure,bolster policy support,and expand participation channels are presented in the paper,based on World Bank-financed projects’ experience.
