Refined oil distribution with limited supply will lead to incomplete demand orders of gasoline stations. How to arrange reasonable distribution of limited refined oil is of great importance to ensure energy supply security. In this paper, priority, collaborative distribution, robust scheme and other components of the problem are comprehensively considered, and the dynamic vehicle routing problem and variable service range strategy under the limited supply of refined oil are taken as the main content to carry out a systematic study.First of all, this paper summarizes and analyzes the dynamic vehicle routing plan and variable distribution region strategy in the refined oil distribution network, and identifies three key tasks.Based on the demand and information of gasoline stations in the distribution network, the influence of uncertain factors on the distribution process of refined oil was analyzed. The three tasks of real-time data update, variable region division and dynamic routing planning are analyzed separately, and the relationship between the three cyclic connections and the complete distribution mechanism is illustrated.Secondly,on the basis of determining the overall context framework of the research problem, the dynamic vehicle route planning and variable distribution region of refined oil distribution under the condition of limited supply are modeled and studied:(1)In the case of shortage of oil depot supply, making a reasonable distribution plan will greatly improve gasoline station satisfaction and reduce operating costs,so as to improve enterprise operating efficiency. In this paper,a multi-stage DVRPLS model for refined oil products is proposed by comprehensively considering station priority, limited supply, dynamic routing and other factors, and taking the optimization goal of minimizing operating cost and maximizing gasoline station satisfaction. On this basis, considering the influence of uncertain demand on distribution, the duality theory is used to transform the uncertain factors,so as to build a more stable robust optimization model.A targeted MOPSO algorithm was designed according to the constructed model to solve the model.(2)Based on the justifiable granularity principle,FCM algorithm was preliminarily used to construct a clustering model centered on oil depots.Combined with the supply and demand relationship between oil depot inventory and gasoline station demand, this paper further adjusts the size of the variable distribution region by adjusting the information granularity level, and finally forms the variable distribution region of oil depots. Finally,in order to verify the reliability of the model and method, this paper collects enterprise instance data for case simulation analysis, and obtains the multi-stage Pareto solution set for refined oil distribution, providing decision-makers with a variety of decision choices. On this basis,by controlling situational variables, the paper makes a comparative analysis, and concludes that the scheme of dynamic routing and variable distribution region in this paper is better than that in other scenarios.Through comparing and solving various heuristic algorithms,it is concluded that the MOPSO algorithm designed in this paper performs better in each index dimension.Based on the above analysis, this paper puts forward the countermeasures and suggestions for the management of refined oil distribution enterprises.
