Study On Safety Cost Management Of Oilfield Mechanical Production Site

In recent years,the demand for oil in China has been increasing year by year,and ensuring the stable supply of oil has become the focus of current oil fields.Petroleum products are basically produced through mechanical production,so strengthening the safety management of oil field mechanical production is an important prerequisite for the stable supply of oil.Habitual violation behavior,as a typical unsafe behavior in oil field enterprises,has a high frequency of occurrence and great potential harm,and has always been the focus of oil field mechanical production site safety cost management.In addition,due to the lack of complete and reliable safety cost budget data,safety cost input-output benefit is low,it is difficult to improve the safety production capacity of oil field enterprises.Based on this,this paper takes the correction of habitual violation behavior as the starting point,and combines technology with economy,introduces the budgeting method of safety cost and the strengthening countermeasures of safety cost management,and strengthens the management control of safety cost.Based on the survey results,this paper first summarizes two major security cost management problems,and on this basis,puts forward the whole process control ideas of security cost management,and takes them as the research guide.Then,the method of field research is adopted,and the factors of habitual violation behavior are obtained by means of field operation videos and questionnaire survey,and corresponding correction strategies are given to summarize and form safety cost drivers.Furthermore,on the basis of the study on safety cost drivers,the safety operation volume and budget standard are determined for the five operation scenarios in the machine mining site,and the safety cost budget is also prepared.Finally,combining with the behavior incentive theory,four countermeasures and suggestions are put forward to strengthen the safety cost management,so as to provide a supplement for the realization of the whole process of safety cost management.Through the study,this paper draws the following conclusions:(1)There are 14 inducements for habitual violation behavior of regulations in the oil field,including 11 explicit inducements: Improper command and management,lack of process,lack of personal protection,lack of tools,lack of safety skills,lack of warning signs,lack of fire fighting facilities,energy violation,physical environment discomfort,improper management of tools,and poor intelligence of equipment;three hidden causes: the low awareness of safety risk,adverse psychology under performance pressure and poor team cooperation initiative.Therefore,14 corrective strategies and safety cost drivers were formed based on them.(2)In actual budget preparation,JSA and ABC can be combined to effectively enhance safe operations,which usually include the following six items: safety training,information prompt,labor insurance enhancement,intelligent monitoring,intelligent operation platform and hidden trouble purchase.Finally,The budget preparation results can guide the safety cost input of oil fields.
