In recent years,environmental pollution has gradually become a global problem,and China is also one of the countries with serious air pollution.The Chinese government is clearly aware of the negative impact of environmental pollution,attaches great importance to ecological and environmental protection,and integrates the construction of ecological civilization into the overall layout of national development.Previous studies have found that government environmental regulation often brings two effects: one is Porter effect,that is,enterprises reduce environmental costs by improving green R&D and innovation ability;The second is to form a pollution shelter,that is,enterprises move from areas with high degree of environmental regulation to areas with low degree of environmental regulation,so as to avoid the cost of pollution control.In the previous research on enterprise migration,the difference of regional atmospheric environmental resource endowment is often ignored,that is,there are differences in the amount of atmospheric environmental resources owned by different regions in the same period,so the purification time of the same amount of pollution is also different in different regions.Based on this,this paper takes Chinese industrial enterprises from 2008 to2014 as a sample to study the impact of spatial heterogeneity of atmospheric environmental resources on enterprise migration behavior.It is found that there is a negative correlation between the capacity of atmospheric environmental resources and the migration behavior of enterprises,that is,in the areas where atmospheric environmental resources are scarce,the migration behavior of enterprises is more likely.On the other hand,both R&D innovation capability and migration cost negatively regulate the relationship between the spatial heterogeneity of atmospheric environmental resources and enterprise migration behavior.The specific manifestations are as follows: in the areas lacking atmospheric environmental resources,enterprises with higher R&D innovation capability have lower migration intention;In areas where atmospheric environmental resources are scarce,enterprises with higher migration costs have lower migration willingness.Further research shows that there are significant differences in the migration behavior of regional atmospheric environmental resources to different types and enterprises in different regions,and the negative regulatory effect of enterprise R&D and innovation ability and enterprise migration cost is more significant in non-state-owned enterprises and the Middle East.In addition,this paper selects Ningxia Baofeng Energy Group Co.,Ltd.as a case enterprise for case analysis.It is found that the migration of Ningxia Baofeng follows the law of migration from areas lacking atmospheric environmental resources to areas rich in atmospheric environmental resources,and some migration methods are selected due to the high R&D and innovation ability and migration cost of the enterprise.From the perspective of micro enterprise cost,this paper explores the migration behavior of enterprises facing the lack of atmospheric environmental resources under the consideration of enterprise R&D innovation and migration cost,deeply understands and analyzes the important cost indicators in the Enterprise Migration Decision-making Model under the lack of atmospheric environmental resources,and expands the existing research on the influencing factors of enterprise migration behavior,which is of practical significance for correctly guiding enterprise migration from the perspective of the government. |
