Study On The Current Situation And Treatment Of Urban Domestic Waste In H District Of W City

At the 75 th United Nations General Assembly,Chairman xi declared China promises to achieve peak carbon dioxide emissions by 2030 and zero carbon dioxide emissions by 2060.In order to achieve this goal,it is inevitable to classify domestic waste.At the same time,due to the acceleration of urbanization,the output of municipal solid waste increases rapidly year by year,causing more and more environmental problems and urban governance problems.In 2018,the Ministry of housing and urban rural development requested to pilot the classification of urban domestic waste in 46 key cities across the country.Since then,the climax of domestic waste classification has sprung up all over the country.As the central urban area of the pilot city of "waste free city",district h is actively promoting the classification of urban domestic waste,striving to build a model of "waste free city" and realize the reduction and resource utilization of waste.Taking H District of w City as the research object,this paper explores the current situation and Countermeasures of classified treatment of urban domestic waste in H District.Based on public governance theory and collective action theory,this thesis combs the research of domestic and foreign scholars on classified treatment of domestic waste.Through the research on the official website of district h government and relevant academic literature,this paper summarizes the efforts made by district h government in the classification and treatment of domestic waste,including the establishment of domestic waste classification management system in District h and the achievements of domestic waste classification and treatment.Then through the questionnaire survey,this paper understands the current situation of urban domestic waste classification and treatment in District h,analyzes and summarizes the four problems existing in the classification and treatment of domestic waste in District h,mainly including low residents’ participation and poor classification effect;The classification facilities are not fully equipped,and the utilization rate of intelligent equipment is low;Lack of guidance and supervision in the delivery process;Mixed recycling is common,and the end disposal capacity is insufficient.Through the results of questionnaire survey and interview,the reasons for the problems are that the policy publicity is not in place and the residents’ awareness of classification is not high;Insufficient fund guarantee and inadequate publicity;The implementation and supervision of classification system are not in place;The planning and supervision of waste collection and transportation are not in place.At the same time,drawing on the advanced practices of Japan and Germany in the classification and treatment of domestic waste,this paper puts forward the countermeasures to promote the classification and treatment of urban domestic waste in District H: Strengthen publicity and improve residents’ awareness;Increase capital investment and improve supporting facilities;Strengthen supervision and use reward and punishment mechanisms;Do a good job in recycling and improve the treatment capacity.
