Research On The Impact Of New Energy Demonstration City Policy On Green Total Factor Productivity

The construction of new energy demonstration cities is an important strategic measure to promote the priority development of renewable energy and build an ecological civilization system.It is of great significance to objectively evaluate the impact of new energy demonstration city policies on green development.Based on the two-way perspective of cities and enterprises,this paper empirically studies the impact effect and mechanism of the pilot policy of new energy demonstration cities on green total factor productivity by using the double difference method.The research conclusions mainly include:From the urban level,the pilot policy of new energy demonstration cities has significantly promoted the improvement of green total factor productivity in the pilot cities.There is heterogeneity in the impact of the pilot policies of new energy demonstration cities.The pilot policies have a more significant role in promoting green total factor productivity in the central and western regions,small and medium-sized cities and cities with high environmental protection,while they have no significant effect on green total factor productivity in the eastern regions,large cities and cities with low environmental protection.The mechanism analysis at the urban level shows that the positive promotion effect of the pilot policy of new energy demonstration cities on urban green total factor productivity is mainly through the effects of technological innovation,energy structure and financial support,and the transmission mechanism of energy structure effect and financial support effect is stronger than that of technological innovation,which means that the potential of technological innovation effect needs to be stimulated.From the perspective of enterprises,the pilot policy of new energy demonstration cities also has a significant effect on the green total factor productivity of enterprises in the jurisdiction of pilot cities.The positive promotion effect of the pilot policy on the green total factor productivity of non-state-owned enterprises is higher than that of state-owned enterprises,while the promotion effect on the green total factor productivity of enterprises in the jurisdiction of southern cities and non resource-based cities is significantly better than that of enterprises in northern cities and resource-based cities.The mechanism analysis at the enterprise level confirms that the pilot policy has an impact on the green total factor productivity of enterprises by promoting technological innovation and improving resource allocation.The research conclusion of this paper is helpful to provide experience reference for the expansion and construction of new energy demonstration cities and the realization of green economic development.Based on the conclusions,this paper puts forward policy suggestions on improving the evaluation system of China’s new energy demonstration cities,promoting the capacity expansion and construction of new energy demonstration cities and improving green total factor productivity.
