Research On Storage Quality Assurance Strategy Of Grain Supply Chain Under Green Grain Storage Subsidy

Food security,as the top priority of the three major national security strategies in the new stage,is an important cornerstone of national and social stability as well as economic development.With the improvement of China’s comprehensive national strength and residents’ living standards,ensuring food quality and safety has become an inevitable requirement for food security to enter a new stage of development.Grain storage is an important support for ensuring the quality and safety of grain in China.To encourage enterprises to do a good job in grain storage,the national and local governments have introduced multiple support policies,and subsidies for green grain storage in the storage and processing links of the grain supply chain are the most common.However,under the subsidy of green grain storage,what kind of warehousing quality assurance strategies should be adopted by the entities in the grain supply chain;How the government can optimize subsidies for green grain storage is an urgent problem to be solved.Therefore,this thesis uses a variety of methods such as literature research,field research,mathematical modeling and case analysis to select the storage and processing links in the grain supply chain,and study the grain supply chain storage quality assurance strategy under different green grain storage subsidy models,in order to provide a basis for the optimization of green grain storage subsidy policies and the selection of grain supply chain main strategies.The research content of this thesis includes the following four parts.(1)Theoretical explanation: First of all,the grain supply chain,green grain storage subsidies,storage quality,quality assurance,grain supply chain storage quality assurance and other related concepts are defined.Secondly,the structure model of grain supply chain is described.Finally,the relationship between green grain storage subsidy and grain supply chain storage quality assurance is analyzed.(2)Status quo analysis: through field research and interviews,this thesis first explains the current situation of grain supply chain warehousing quality assurance under green grain storage subsidies,including the general situation of grain supply chain warehousing,the current situation of green grain storage subsidies,and the current situation of grain supply chain warehousing quality assurance under single-subject and double-subject green grain storage subsidies.Then,the problems existing in the storage quality assurance of grain supply chain under green grain storage subsidy are analyzed.(3)Model construction and solution: The grain supply chain storage quality assurance strategy models under single-agent and double-agent green grain storage subsidies are constructed respectively.The key factors affecting the selection of grain supply chain storage quality assurance strategies and the effect of green grain storage subsidies are analyzed,and different green grain storage subsidies are compared.Then the rationality of the model is verified by Matlab numerical simulation.Finally,according to the results of model solving and numerical simulation,the corresponding management enlightenment is put forward.(4)Case analysis: Taking the grain supply chain of X enterprise as a case,through the investigation of the grain supply chain of X enterprise and combining with the theoretical model,this thesis analyzes the storage quality assurance strategy of grain supply chain under the green grain storage subsidy of X enterprise,and puts forward countermeasures and suggestions for the storage quality assurance strategy of X enterprise according to the analysis results.Through the above research,this thesis draws the following conclusions :(1)Under the green grain storage subsidy,the increase of quality sensitivity of grain processing enterprises and consumers,the decrease of storage quality assurance cost and the increase of green grain storage subsidy ratio have a positive effect on the storage quality assurance of grain supply chain.At the same time,the numerical simulation shows that with the changes of these factors,the marginal cost of warehouse quality assurance will be lower and lower,and the increase of price is far less than the increase of quality and enterprise profit,and all subjects will benefit in the end.(2)Through comparative analysis of the model,the dual-main green grain storage subsidy can better promote the storage quality assurance of the grain supply chain.In the past,most special subsidies for grain storage were only given to grain storage enterprises responsible for the government’s reserve task.Now,with the diversification of storage entities and the establishment of social responsibility reserve system for grain processing enterprises,many provinces and regions are gradually relaxing the subject of storage subsidies.The research results prove the correctness of the current policy change.(3)In the case of single subject green grain storage subsidy,when the storage quality assurance cost coefficient of processing enterprises is higher,the storage enterprise gets the subsidy is more beneficial to its storage quality assurance;When the cost coefficient of storage quality assurance for storage enterprises is higher,it is more beneficial for processing enterprises to obtain subsidies.
