In the past two decades,with the development of the times,the high-speed operation of economic trains,and the emergence of a large number of industrial enterprises,the environmental governance issues that follow have always attracted attention from all parties.The Chinese government has always adhered to the basic national policy of environmental protection,kept up with the pace of technological updates,continuously reformed and improved my country’s environmental protection system,and implemented the concept of green and sustainable development to the end,it permeates all aspects of people’s lives.However,it cannot be ignored that the environmental pollution caused by industrialization is continuously deepening and irreversible.Taking industrial wastewater pollution as a typical example,water is the most basic resource for human beings.harm.It has become a habit for everyone to pay attention to environmental issues.The Government has also introduced a series of environmental management measures over the last two decades.The 14 th Five-Year Plan clearly conveys the signal of continuous strengthening of ecological protection.Environmental issues have always been a research hotspot in academia,but most of the studies are conducted using enterprise micro data.Environmental issues have always been a hot topic of academic research,but a large number of literatures focus on the micro-level,but there are few studies on how the number and distribution of industrial enterprises affect the regional pollution emission mechanism.Using a panel data model of thirty provinces,municipalities and autonomous regions in China from 2004 to 2017(the Tibetan data has been deleted),this paper discusses the threshold effect of the number and distribution of industrial enterprises in different regions on the effect of environmental governance and emission reduction from the perspective of enterprise scale and ownership.The paper firstly combs the domestic and foreign literatures related to environmental governance,enterprise scale,enterprise ownership and related economics,establishes the STIRPAT model for empirical test through theoretical analysis,and determines the benchmark model of environmental governance variables on the pollution emission intensity.Afterwards,using a threshold regression model,the proportion of small enterprises,the proportion of state-owned enterprises,the proportion of private enterprises and the proportion of foreign Hong Kong,Macao and Taiwan enterprises are used as threshold variables to explore the threshold effect of environmental governance intensity on pollution emissions,and conduct a deeper investigation by region.Finally,policy recommendations are put forward based on the results of the empirical test.The research conclusions of this paper are:(1)As the main source of environmental pollution in my country,environmental governance can effectively reduce local pollution emissions,but when the proportion of small-scale enterprises rises above the threshold,the intensity of environmental governance will reduce pollution emissions.On the contrary,the discharge effect is reduced.(2)When the proportion of state-owned industrial enterprises increases,the influence coefficient of environmental governance intensity on pollution reduction is significantly increased,which is more friendly to the local environment.The increase in the proportion of state-owned enterprises in the eastern region has a phenomenon of increasing first and then decreasing the efficiency of environmental pollution reduction.(3)With the increase of the proportion of private industrial enterprises,the improvement of environmental governance intensity in the whole country,eastern and western regions has significantly reduced the local COD emissions,while the governance efficiency in the central region is not high.(4)When the proportion of wholly foreign-owned or joint-venture and Hong Kong-Macao jointventure industrial enterprises rises to the threshold,the efficiency of local environmental governance is significantly reduced.One of the possible explanations is that the local government reluctantly chose to attract investment from foreign investors,Hong Kong,Macao and Taiwan to promote economic development.Lower the bar for environmental regulation.
