| With rapid economic growth and urbanization speed increasing,solid waste treatment has become a major problem of sustainable urban development and a severe test of green recycling development in the new era.In order to effectively treat municipal solid waste,improve the livable level of the city,and build a new model of city management,our country has comprehensively deepened the construction of nonwaste city and promoted the action of waste clean-up.However,at present,it is still difficult to implement waste free city projects in China.The main reason is that there are multiple participants in the process of solid waste treatment,and the project construction will also suffer from heavy resistance from a large number of risk factors.Therefore,it is necessary to realize the collaboration of multiple participants to promote the construction of waste free city projects.Therefore,it is of great importance to introduce the PPP model into the construction of non-waste city projects and find out the optimal sharing method of various risk factors among the participants for improving the efficiency and quality of non-waste city project construction and realizing the smooth operation of the project.This paper first discusses the research status of waste-free city and PPP model,and introduces the relevant theoretical foundation knowledge.On this basis,it analyzes the risk mechanism of non-waste city PPP projects,identifies the risk factors of non-waste city PPP projects and makes a list.On the basis of dividing government departments,industrial and waste enterprises and environmental protection enterprises as risk bearing subjects,a project risk allocation model is constructed to obtain the game equilibrium results of each risk bearing subject under different strategy choices,so as to realize initial risk allocation.Based on risk preference theory and bargaining game theory,an optimal risk-sharing model is established to determine the specific proportions of the two parties and the three parties respectively.Taking the non-waste urban PPP project of Rongcheng Solid Waste Industrial Park as an example,the risk allocation and proportion division scheme is obtained by means of questionnaire,which verifies the feasibility and scientificity of the risk sharing model.The research shows that the introduction of PPP model into the construction of waste-free cities can reduce the capital pressure and improve the construction and operation efficiency of waste-free city projects.Meanwhile,relevant theories of wastefree cities play a rich and perfect role.For the same risk factor,the larger the risk preference coefficient,the higher the risk proportion of the risk takers,and Government departments,environmental protection enterprises and industrial and waste enterprises have their own obvious risk preference,so we can adopt corresponding regulation policies,subsidies and incentives to provide more guarantees for each subject.In addition,reasonable risk sharing is conducive to improving the overall benefits of the project.After each subject undertakes the risk factors,it can not only obtain part of the benefits brought by the risk bearing,but also obtain certain project output benefits.With “waste free city” as the research background and from the perspective of game,this paper makes a detailed study and analysis on the risk sharing in the construction of PPP projects in waste free cities.In order to solve the attribution of risk bearing and explore the optimal risk bearing ratio of each subject,it is of great reference value to promote the implementation of waste free city projects.Figure [6] table [16] reference [90]... |
