Research On Ecological Civilization Rural Construction And Evaluation System

With rapid development of rural economy,great changes have taken place in rural areas.The allocation of urban and rural resources is unbalanced under the dual structure of urban and rural areas in China.The large number of young and strong rural labor force transfer quickly,the aging of labor force,and the abandonment of agricultural land and other village hollow problems are intensified.Under the epidemic crisis,the rural population has briefly returned,farmers have put forward higher requirements for rural development,and it is urgent to transform hollow villages.First of all,according to the expression form of the hollow village,characteristics of the spatial and temporal pattern,the main constraints and negative impact analysis,found that:(1)Rapid urbanization of the core labor force,Land-use patterns violate the natural structure,the input of public resource allocation inefficiently,Regional imbalance of regional productivity,The lag of the main body concept of village construction are the main factors restrict the development of hollow village.so the hollow village transformation needs systematic planning.Second,based on the current rural ecological civilization construction background,the rural ecological civilization construction content and village hollow content fusion,through the Delphi and AHP to build the hollow village ecological civilization construction comprehensive ability evaluation system,and according to the evaluation,weight worth to village resources endowment is hollow village classification basis,and the current hollow villages are divided into three types,named ecological resources advantage hollow village,agricultural resources advantage hollow village,cultural resources advantage hollow village.Then,through data analysis and the general characteristics of hollow villages in Zhijiang City,it is found that the rural hollow problem of Zhijiang City is severe and the hollow transformation is urgent,which proves the necessity of Zhijiang City as the research object of the city.Based on field research,questionnaire survey,data collection availability and classification of hollow villages,using the typical sampling method selected three villages as the empirical objects.The results show that(1)the structural shortage of effective labor force,efficient land use are the common characteristics of the three hollow villages;the loss of ecological elements;the decentralization of collective economy;the hollowing of public space;the weak subject consciousness of villagers and the hollowing of regional humanity are the hollow causes and hollow differences of the three villages;(2)three village ecological civilization construction comprehensive ability determination results for Guanmiaoshan>Qinglongshan >Xiangxiang.(3)The research summarizes 12 problems for the three hollow villages to improve,and through the score divided 12 problems into urgent content and Non-urgent transformation.It provides a reference for the hollow village to construct in stages.Finally,the planning system of "county territory-town area-village area-villagers" is proposed for the planning and transformation of the hollow village in Zhijiang City.Through ecological sensitivity analysis,the villages are divided into four types of remediation areas: remediation migration,local transformation,guided migration,and control migration.At the town scale,the comprehensive ability evaluation system for ecological civilization construction of hollow villages is constructed,and the needs of the villagers are also satisfied.The research summarizes eight strategies:patterning the hollow village industry positioning,stabilizing ecological space,specializing production space properties,gathering living space,diversifying public space subject,making public service facilities layout flexible,systematizing road traffic,clearing rural construction main body,and put forward different landscape planning strategies for different types hollow villages,to make up for the hollow village differentiation planning path research blank.The theoretical results aim to improve the endogenous impetus of rural areas,retain rural aborigines,and attract the return of rural outflow population.
