Despite significant progress in communication,navigation,and monitoring technologies,unexpected events in operation are still inevitable.Any accident or symptom of an accident may pose significant harm to passengers and crew members.The emergency rescue work of airlines,as the last line of defense for civil aviation safety,can respond quickly to various emergency accidents in a timely manner in emergency situations,playing a crucial role in avoiding escalation,reducing casualties and aircraft damage.As the material foundation of emergency response,emergency resources are an important factor affecting the speed and effectiveness of emergency response.In order to conduct a reasonable evaluation of emergency resource allocation for airlines,this article conducted the following research: firstly,supported by the relevant theories of emergency management and emergency resource allocation,combined with the actual emergency response process of airlines,and based on the dynamic management process described by the crisis management model,a reasonable analysis index system for emergency resource allocation of airlines was constructed based on the specific work content of each emergency working group;Then,the DEMATEL-ANP method is used to calculate the comprehensive weight considering the correlation of indicators;Finally,based on cloud theory,an evaluation model is established to evaluate a certain emergency of M Airlines.According to the principle of maximum membership,the rationality level of emergency resource allocation of M Airlines is determined to be "reasonable".Based on the evaluation results of the DEMATEL-ANP cloud model,targeted improvement measures are proposed considering the correlation of indicators,providing decision-making basis for the emergency capacity construction of airlines,and reference basis and evaluation ideas for optimizing resource allocation.
