Whether China’s Carbon Emission Right Trading Policy Can Improve Air Quality

With the development of economy,human economic activities have greatly increased the emissions of greenhouse gases such as carbon dioxide,bringing about environmental problems such as global warming and air pollution.Therefore,corresponding measures must be taken to improve the environmental conditions.China promises to strive for a carbon peak by 2030 and achieve carbon neutrality by2060.In order to achieve this goal,China issued a carbon pilot policy in 2011.After only ten years of pilot policy,the national unified carbon market was officially launched and traded in 2021.But because China’s carbon market is still in its infancy,most of the industry was not included in the carbon emissions control,has not yet been included in the carbon emissions control enterprises may be more than before a large number of emissions of carbon dioxide and other greenhouse gases,so the correct evaluation of carbon emissions trading policy effect to improve the national carbon market construction has more important theoretical and realistic significance.To study whether carbon emission trading can effectively improve air quality,This paper is based on the double difference method,Using panel data from 30 regions in China from 2006 to 2020,And perform the robustness test and the heterogeneity analysis,The research results show that:(1)the implementation of carbon emission trading policy can significantly improve air quality;(2)The emission reduction effect of carbon emission right trading for industrial sulfur dioxide is significantly better than that of PM2.5;(3)The larger and more active the carbon market is,The better the air quality improvement effect of the policy is;(4)Heterogeneity in policy effects,Policy effects in the southern region and the less developed regions are relatively small,The policy effect of the northern region and the eastern developed region is more obvious.Based on the theoretical analysis and empirical results,this paper puts forward suggestions from three aspects of the operation mechanism,action mechanism and market environment of carbon market.Improve the operation mechanism of the national carbon market and stimulate the vitality of the carbon market;strengthen the mechanism of upgrading industrial structure,optimizing energy consumption structure,reducing total energy consumption and promoting green technology innovation;create a national carbon market environment that combines efficiency and fairness,and give consideration to enterprise efficiency and green efficiency.
