China’s economic growth and social development was leading by China’s digital economy which has developed vigorously in recent years.Digital technology innovation(DTI)has gradually become a new force for realizing the quality change of China’s economy as the core driving force for promoting the development of the digital economy.The development of DTI has brought serious environmental pollution and resource misallocation problems,even though it has made great progress and remarkable achievements in China’s economy.Therefore,in the process of DTI leading economic development,the keyword is coordinating the relationship between environmental protection and optimal allocation of resources.Taking the impact of DTI on green total factor productivity(GTFP)as the main line,this paper deeply studies the role of resource allocation(RA)in it,and the logic of the full text is as follows: firstly,the relevant literature and theoretical basis are sorted out,the mechanism of action between variables is analyzed,and three hypotheses are proposed;Secondly,the panel data of 30 provinces in China from 2013 to 2020(except Hong Kong,Macao,Taiwan and Tibet)were selected,and a comprehensive evaluation index system was established according to the rich connotation of DTI,GTFP and RA.Four years were selected to analyze the temporal dynamic evolution and development status of DTI,and the super-efficiency-SBM model combined with the Malmquist index was used to measure the GTFP and its decomposition terms in various provinces in China,and analyze its current status and regional heterogeneity.Then,this paper takes RA as the regulating variable and threshold variable,and constructs the benchmark panel regression model,the regulatory effect model and the panel threshold model to test the hypotheses in this paper.So as to reveal the impact of DTI on GTFP under different levels of RA,this paper examines the relationship between DTI,RA and GTFP.The results show that:(1)Although China’s DTI and green economy development have made progress to varying degrees,there is still a spatial imbalance in different regions.The development speed of DTI in the eastern region of China is significantly ahead of that in the central and western regions.The GTFP in the eastern and central regions has developed similarly,which are both ahead of the western region.(2)DTI has significantly promoted the improvement of GTFP.The promotion effect of DTI on GTFP showed a significant promotion effect in the eastern,central and western regions,but there were obvious differences in the promotion role of different regions.(3)RA has a significant regulating effect.The moderating effect model is established from the perspectives of labor allocation and capital allocation efficiency level of RA,and the results show that RA has a significant moderating effect in the process of DTI promoting GTFP.(4)RA has a significant threshold effect.The results of the threshold effect model show that there is a nonlinear relationship between RA and GTFP,in which there is a single threshold for labor allocation in RA and a double threshold for capital allocation efficiency level.Based on the analysis of relevant theoretical mechanisms and empirical results,in order to ensure the innovation and development of digital technology on the basis of optimizing RA and achieve a "win-win" situation between economic and social development and ecological environmental protection,this paper puts forward the following suggestions: attach importance to the investment intensity of DTI and improve the ability of DTI;Implement digital technology policies and systems to guide the digital transformation of local enterprises;Strengthen regional economic interaction and create an ecosystem for the development of a green economy synergized by digital technology;Optimize RA and promote the coordinated development of digitalization and greening. |
