Research On The Control Strategy Of Developing New Type Of Tobacco Products In China Under The Constraint Of World Health Organization’s Tobacco Control Policy

It has been concluded that tobacco is harmful to health.Governments in most countries around the world impose very strict regulations on the tobacco industry.Smoking behavior has been listed as the top ten serious threats to human health in the world of the 21 st century by the World Health Organization.The health damage,diseases and direct economic losses caused by smoking behavior have attracted widespread attention.Therefore,in order to adapt to the society,the tobacco products have become more and more diversified and smokeless,forming a new type of tobacco products.In view of the current sale and supervision of new tobacco products,there are still a series of problems.In order to regulate the market of new tobacco products and restrain the disorderly growth of new tobacco products,C hina has clearly regulated new tobacco products as traditional tobacco monopoly products in November 2021,which indicates that C hina’s new tobacco products industry must be bound by tobacco monopoly and WHO Convention on Tobacco Control.How to explore the regulatory strategy for the development of new tobacco products in China under the new form combined with the WHO’s tobacco control policy is a n important issue that needs to be studied urgently.This paper collected data through literature review,interviews with relevant personnel and questionnaires,and analyzed the current situation of new tobacco products in China.It was found that the new tobacco products legally sold in China are mainly e-cigarettes.Since e-cigarettes have been regarded as common commodities in China,there is no clear subject of market supervision responsibility.Therefore,manufacturers join and withdraw the industry at will,which leads to inferior product quality,market chaos,no supervision and other situations,which seriously damage the public interests.By digging deep into the background and causes of these problems,combining with the guidance on tobacco control in the WHO Tobacco Control Convention,drawing lessons from the experience of other countries in the control of new tobacco products,aiming at some problems existing in the regulation of new tobacco products.In combination with the theory of Government Regulation,This paper tries to put forward the effective control policy of new tobacco products under the current tobacco monopoly system in C hina on the premise of ensuring the maximization of public interests.In view of the development of new tobacco products in C hina,we should take into account the implementation of the WHO Convention on tobacco control in C hina to avoid one side views.New tobacco products with different attributes can be defined according to product components,relevant policies and systems can be formulated for different attributes,and the control of new tobacco products can be achieved by classifying and defining attributes,formulating unified standards,and strengthening market supervision.For the current situation where new tobacco products have been determined to belong to tobacco monopoly products,but the supporting polices are not yet clear,a transitional period of supervision can be set up to formulate transitional policies in terms of production,circulation,sales and consumption,so as to establish a good foundation for new tobacco products.market constraints and regulations.
