In recent three years,there are many uncertainty and instability factors in our economic environment,both domestic and external.The situation tends to be complex and severe.Under the multiple pressures of demand contraction,supply shock,and expectations weakening,the risk level of the commodity resources and trading industry has increased significantly.It seriously interferes the continuous,stable and sustainable operation of enterprises.The parent company of the study object is a leading enterprise in the field of nonferrous metal mining,processing and trade,which is also negatively affected by external risks.It is a great challenge to the traditional risk management system.Based on handling outcome of several typical domestic and foreign risk cases,I summarized the general or individual defects in the industry.According to the enterprise risk management theory and internal control framework theory,I optimized the JTNFCO’s traditional risk management system.As a nonferrous metal trading enterprise,JTNFCO ’s main business is carried out in the form of purchase and sale with and without credit.This traditional operation mode is highly standardized,with a single legal relationship with the counterparty and a clear process of goods and payment transactions.This company’s operation is mainly exposed to market risk,credit risk and operational risk.Operational risk includes cargo rights risk,personnel risk,country risk,IT risk,etc.In the traditional risk management system,market risk and credit risk identification and measurement are not in place,while the management of cargo rights risk and information technology risk lacks effective measures.Solving these problems is the key direction of the study.Analysis shows that there are three failure in the past risk management operation: nonsystematic risk management practice,unclear assignment of risk management responsibilities and inadequate communication of risk management information.In order to solve these three key problems listed above,optimization scheme established three improvement focus which are construction of internal management system,adoption of scientific risk management method and comprehensive informatization transformation.The optimization scheme covers both the management layer and the execution layer.At the management layer,the objective of this study is to build a comprehensive,overall and coordinated risk management system.The methods used include clarifying risk management objectives,setting risk tolerance,adjusting organizational structure and responsibility assignment,etc.At the execution layer,in order to finely manage risks,I optimized the implementation deployment and resource allocation of the traditional risk management system after researched relevant academic achievements and practical experience.In addition,for the effective implementation of risk management optimization plan,the following safeguard measures are needed: The first is a systematic operation standards which covering the front,middle and back offices,the second is a professional and independent risk managers team,and the third is a stable and efficient information system.With the above measures,it is possible to ensure that the risk management optimization plan can be implemented and function,and further replicated and promoted to parallel units and subordinate units.Finally,from the perspective of input and output of risk management resource,initially set evaluation standards for the optimization scheme to identify improper measures in the optimization scheme,and provide decision-making basis for further improvement of the risk management system.
