Over the past years, with the continuous upgrading of industrial and information technology, network information sharing and optimal allocation of resources have become an inevitable trend in the development of manufacturing industry. The wide application of Industrial Internet enables consumers to deeply participate in the whole product life cycle and realize customized production while meeting individualized needs. At the same time, the supply chain process is shortened and the consumer interaction experience is enhanced. This unprecedented change has brought customers and manufacturers closer together, resulting in a new "Internet + customized production" intelligent business model, known as "Customer to Manufacturer"(C2M).As a new e-commerce model evolving from mass customization,C2 M has been adopted by more and more companies. However, how to achieve the transition from traditional business model to C2 M is an issue that every company must face and needs to properly address.Multi-variety,small batch personalized orders make the production of manufacturing enterprises face huge pressure, especially the labor-intensive electronic assembly enterprises.Industry 4.0 and lean production theory suggest that staff play a central role in assembly operations. As an important factor in the production system,personnel-task allocation directly affects delivery time and cost, and is a key factor in the transformation and optimization of the manufacturing industry. It not only needs to match staff and jobs, but also needs to consider flexible employment strategies.According to the "Learning Curve" theory, staff with learning potential can continuously enrich their skills, and their work efficiency will be characterized by dynamic changes. This makes the problem of personnel allocation more complex. Therefore,it is a challenge for the decision makers to consider the learning effect of personnel allocation with the shortest order delivery time and the lowest cost.In this paper, the production mode of manufacturing industry in C2 M environment is studied from the M-side,and a learning curve-based model of dynamic change of staff skill level is constructed based on single-skill operation and multi-skill operation, respectively. This model is used as the input to the "Personnel-Task-Assembly unit" allocation model in the assembly line.Second,an Elite Non-dominant Sorting Whale Optimization Algorithm(ENS-WOA)is designed for this multi-objective optimization problem. The correctness and feasibility of the proposed algorithm are verified by selecting benchmarking arithmetic examples for experimental comparison with other algorithms. Finally, the established staff efficiency change model,"Personnel-TaskAssembly unit" allocation model and the proposed algorithm are applied to optimize the water pump product assembly line of Company B,which is being transformed to C2 M,and solved by MATLAB software. The results show that the model proposed in this paper is effective, algorithmically stable, and practical compared with the number of staff, staff cost, and delivery period required to complete the order in the original assembly line.It outperforms the original Whale Optimization Algorithm(WOA)and NSGA-II algorithm in terms of convergence speed and quality of solution.
