Multiple Governance Mechanisms And Their Intergration In Waste Separation

Waste separation is not only related to the daily life of residents,but also of great significance to enhance the image of urban civilization and innovate grass-roots social governance.The practice of waste separation in China started relatively late compared to the West.In the early stages,the Chinese government took control as the basic force to implement the waste separation policy.However,with the awakening of citizens’ awareness of participation in public affairs,especially the growth of diverse social organizations within the community,more and more parties in society participate in waste separation with non-institutionalized behaviors,thus forming waste separation mechanisms with different effects.At present,waste separation includes three different governance mechanisms,namely bureaucratic mechanism,market mechanism and social mechanism.Practice has proved that sustainable waste separation mechanism cannot be achieved solely through economic incentives,and the intergration of different governance mechanisms is becoming the trend of waste separation.Based on the theory of polycentric governance and interactive governance,this paper constructs an analytical framework of the triple governance mechanism combining bureaucratic mechanism,market mechanism and social mechanism in waste separation.This paper adopts the multi-case study,analyses and compares five typical communities in W Street,Xiaoshan District,Hangzhou City.It tries to verify the contribution of the intergration of different mechanisms to waste separation,clarify the logic of interaction between different subjects and explore the cooperation path of multiple governance mechanisms to promote waste separation.Ultimately,a sustainable waste separation system is built with multiple governance mechanisms that fuse together.Based on empirical research,this paper finds that in the governance of waste separation,the operation of the three mechanisms of bureaucracy,market and social and the interaction between the different actors in them will have completely different effects.Different governance mechanisms can significantly improve the benefits of waste separation through intergration,but relying on one party cannot maintain its operation.Based on the same goal of waste separation,the operation of the social mechanism is based on the support of social capital,which can give positive feedback to bureaucratic and market mechanisms,and finally forms a sustainable mechanism for waste separation operation.This paper argues that from single agency governance to multi agency cooperation is the foundation guarantee to improve waste separation efficiency;from single mechanism to multiple governance mechanisms,intergration is the inevitable choice for the development of waste separation,which promotes innovation in grass-roots social governance and improves the overall effectiveness of social governance.
