The migration of floating population was caused by the economic development and it is an important social phenomenon.The traditional migration theory holds that income is one of the main factors affecting the migration of floating population,and floating population will often choose the regions with more employment opportunities and high income level as the destination of migration.However,with the general increase of income level,non-economic factors and other factors have more and more prominent influence on migration,and the air quality of destination has also become an important factor influencing migration decision.In order to study the impact of air quality on migration decisions of floating population,this paper conducted a study from a micro individual perspective,matched the 2017 China Population Migration Survey(CMDS)data with the air quality index of the macro data of prefectural cities,and used Logit model to study the relationship between the difference of air pollution and the migration of floating population in the two places,especially the impact of air pollution on highly educated personnel.It is found that the extreme value of AIR quality index(AQI)has a great influence on the migration of floating population,and the floating population tends to move from the place with poor air quality to the area with better air quality,that means the poor air quality has a crowding out effect on the labor population.Further study found that the education level and pollution exist interaction effect,the higher the degree of air pollution,by the higher education level,the more likely they were to form “escaping people” from the effects of pollution areas.Then heterogeneity analysis showed that the air pollution on the influence of different areas of highly educated talents are also different,in the well-educated floating talents in eastern China are more sensitive to air pollution than those in western China.Besides,compared with rural people,urban people are more sensitive to air pollution and tend to migrate to areas with better air quality.According to the results of empirical analysis,this paper puts forward suggestions from the government,enterprises and individuals.It is suggested that the government strengthen ecological environmental governance and improve relevant laws and regulations on air pollution.What’s more,the government need to support green industries and punish polluting enterprises severely.Besides,they need to reduce the occurrence of air pollution and improve the medical security system and attach importance to the mental and physical health of talents,they must create a better retention environment;It is suggested that enterprises transform to green industries actively and increase subsidies for "environmental pollution",provide psychological counseling and physical examination to employees regularly.Besides,they need to create a good working environment,and reduce the negative impact of environmental pollution on employees;It is suggested that individuals should strengthen the investigation of the natural ecological environment before choosing a job to avoid the re-employment cost caused by the wrong choice.When facing environmental pollution,they should actively relieve the bad mood caused by air pollution and regularly take part in physical examination.
