In recent years, with the development of the economy, carbon reduction has gradually become an important core element for countries around the world, and all parties are facing huge opportunities and challenges. In 2020,General Secretary Xi put forward the goal of "carbon neutrality and carbon peaking",i.e.China aims to achieve "carbon peaking" by 2030 and "carbon neutrality" by 2060.In order to achieve the minimum carbon emission reduction targets, the government has started to take corresponding measures to reduce carbon emissions, reduce carbon dioxide and greenhouse gas emissions, and develop a low-carbon ecological environment. In this context, the first batch of carbon trading pilot cities in China was officially launched in 2013.By 2021,a national carbon emissions trading market will be fully launched, creating a new situation for the development of carbon trading. But how effective has the policy been since its implementation, and has the intensity of carbon emissions in the pilot regions been affected? This paper takes this as a starting point to study the impact of the carbon trading policy on the carbon emissions intensity of the logistics industry.Firstly,it introduces the current background of carbon emission reduction in China, analyses the theoretical and practical significance of the research on the effect of carbon emissions trading policy, and finally calculates the influencing factors of carbon emissions after sorting and analysis.Through the research literature,it is found that although there are many methods on the logistics industry and policy evaluation, they are still mainly focused on the evaluation of policy effects, and less on the empirical study of the impact of carbon emission trading policy on carbon emission intensity. Therefore, this paper starts from the carbon emission intensity of the logistics industry and illustrates the current situation of China’s carbon trading market through quantitative data.Through research and analysis,it is found that China’s individual carbon emissions as well as total carbon emissions are on the rise, and although the growth rate has decreased,it is still an upward trend, and there is indeed still a certain gap compared to the rest of the developed countries. In terms of the carbon trading market, the relatively more mature market is the compulsory allowance trading market, while the voluntary emission reduction trading market is still not mature enough. This paper firstly studies the carbon emissions of the logistics industry, through which it is found that there are certain changes in the carbon emissions of the logistics industry in the pilot cities before and after the implementation of the policy;secondly,it analyses the differences in carbon emissions between non-pilot and pilot cities;finally,it constructs a measurement model of the carbon emissions trading policy and the carbon emissions intensity of the logistics industry, based on the panel data of 30 regional administrative regions from 2006 to 2019,to analyse the impact of the carbon emissions trading policy on the the impact of carbon emission intensity of logistics industry. The study identifies the influencing factors, further experiments are conducted in developed regions using synthetic control methods, and on this basis the mediating effects are used to test the influence mechanism of the policy even further. After empirical analysis,it was concluded that(1)the implementation of carbon trading policies effectively reduced carbon emissions intensity in the pilot regions, indicating a significant correlation between carbon trading policies and carbon emissions intensity in the logistics industry.(2)Carbon trading policies have a significant impact on reducing the share of road transport,i.e.the introduction of carbon trading policies reduces the share of road freight in total freight transport, and the share of freight transport increases carbon emission intensity.(3)Examining transport structure,it was found that after controlling for transport structure, the effect of carbon trading policies on the carbon emission intensity of the logistics industry was not significant, indicating that there is indeed a mediating variable to reduce the carbon emission intensity of the logistics industry.
