Research On The Ecological Environment Governance Of Yancheng Municipal Government From The Perspective Of High-quality Development

Over the past 40 years of reform and opening up,China’s economic development has made remarkable achievements,the total economic volume ranks second in the world,and the per capita disposable income of residents has achieved leapfrog growth.However,local governments have been blindly pursuing the growth rate of GDP for a long time,but ignoring the protection of the ecological environment,resulting in a series of ecological and environmental problems,such as the deterioration of air quality,the decline of drinking water quality,frequent acid rain,land desertification and so on.If these problems cannot be well solved,they will pose a great threat to the health of the people,and will also restrict the sustained,stable and healthy development of China’s economy to a great extent.It is precisely because of the recognition of the seriousness and urgency of the ecological environment problem that the Party Central Committee with Comrade Xi Jinping as the core actively promotes the construction of ecological civilization,emphasizing the need to make great efforts to improve the ecological environment,and firmly grasp the dialectical and unified relationship between ecological environment protection and economic development.We should not simply talk about heroes based on GDP growth,but pay more attention to the quality and efficiency of economic development,and adhere to the road of ecological priority and green development,and promote high-quality economic and social development.For local governments,in order to promote the high-quality economic and social development in the region,they must complement the shortcomings of the ecological environment,strengthen the management of the ecological environment,strive to solve the problems existing in their own ecological environment management,improve the level of ecological environment management,and lay a solid foundation for achieving a win-win situation of economic development and ecological environment protection.Therefore,the research on the government’s ecological environment governance from the perspective of high-quality development is of great value.This paper selects Yancheng Municipal Government as the research object,with the purpose of strengthening the ecological environment governance of Yancheng Municipal Government,and then promoting the high-quality development of Yancheng economy and society.Based on the ecological politics theory,the new public service theory,and the collaborative governance theory,this paper adopts research methods such as literature analysis,statistical analysis,and questionnaire survey,and takes the perspective of high-quality development as the starting point.The author analyzes the current situation of Yancheng Municipal Government’s ecological environment governance from four aspects:the basic situation of Yancheng City,the quality of Yancheng’s ecological environment,the opportunities and challenges of the government’s ecological environment governance,and the status of the government’s ecological environment governance,and finds out the problems existing in the ecological environment governance of Yancheng Municipal Government through specific analysis.These problems can be divided into six aspects,which are: the management is too decentralized,resulting in the weakening of ecological functions,the lax supervision of enterprise emissions,the lack of management personnel,the lack of legal protection of the ecological environment,the imperfect construction of environmental infrastructure,and the "single main body of the government" governance model has not changed.The article then makes an in-depth analysis of the causes of these problems,which can be summarized as follows: the joint governance mechanism of multiple departments is not perfect,the concept of "GDP only economic determinism" still exists,the responsibility implementation and accountability are not in place,the supervision is lack of technical support,the long-term guarantee mechanism of the management team has not been formed,the legal guarantee system of local ecological environment has not been established,the investment in urban and rural infrastructure is uneven,the promotion of old problems is insufficient,and there is a lack of effective support for the participation of multiple subjects.Then,according to the conclusion of the analysis of the causes of the problem,the paper puts forward targeted strategies to strengthen the ecological environment governance of Yancheng Municipal Government,which can be summarized as: strengthening the performance of the government’s ecological functions,improving the level of government public services,strengthening the government’s governance guarantee,and giving multi-body governance support.Finally,the conclusion of this paper and the prospect of the future of the problem are obtained.
