The Theoretical Evolution And China’s Practical Research Of Green Innovation Driven By Environmental Regulation

With the continuous development of global economy,the problem of environmental pollution has been widely concerned.In order to balance economic growth and environmental protection,and realize the sustainable development of human society,the UN Climate Action Summit was held on September 23,2019,requiring all member states to formulate feasible action plans,and in the ten years from 2020 to 2030,Emissions of carbon dioxide,methane and other greenhouse gases will be controlled to reduce total emissions by45 percent,and the long-term goal of 2050 is to achieve net zero emissions of greenhouse gases.To achieve its climate development goals and show its image as a responsible major country,China adheres to the concept of green development and implements the policy of replacing old growth drivers with new ones.This dissertation systematically reviews foreign ideas on environmental regulation driving green innovation from three aspects:environmental protection,sustainable development and global warming,providing a theoretical basis for relevant studies on environmental regulation and green innovation,and for scholars to study the impact of China’s environmental regulation policies on green innovation.Based on the above purposes,this dissertation uses inductive analysis method and comparative research method to summarize the generation and evolution process of green innovation thought driven by environmental regulation,systematically sorts out the development sequence of green innovation thought in environmental regulation,and summarizes the practice of green innovation thought driven by environmental regulation in China.This dissertation divides the development of green innovation thought driven by environmental regulation into two stages: generation and evolution.The generation stage mainly includes three parts,namely,growth theory without environmental constraints,zero growth theory and environmental regulation thought with growth.The development process is divided into four main stages: the idea of environmental regulation-driven innovation in the context of environmental protection,the idea of environmental regulation-driven innovation in the context of sustainable development,the idea of environmental regulationdriven innovation in the context of global warming,and the debate of environmental regulation-driven green innovation.The practice of environmental regulation driving green innovation in China can be divided into four aspects,namely the practice of three different types of environmental regulation driving green innovation and the practice of environmental regulation driving green innovation in the period of high-quality development.At present,the types of China’s environmental regulations are mainly command-control and market-incentive.Although in the early stage,there were more command-control environmental regulations,with the continuous improvement,China has stepped up pilot work on market-incentive environmental regulation,and tried voluntary environmental regulation at the same time,using various environmental regulation policies to promote enterprises to carry out green innovation.By analyzing the relevant literature on green innovation driven by environmental regulation,this dissertation draws the following conclusions: the early thoughts of environmental protection and sustainable development laid the foundation for the generation of green innovation driven by environmental regulation;Only by promoting the innovative development of polluting enterprises can we achieve the goal of sustainable development.Carbon taxes and research subsidies are necessary to encourage cleaner technology production and innovation in the context of global warming.Environmental regulation by command is a traditional policy tool for our environmental protection,but there are differences in different regions.To achieve high-quality development,we must realize the transformation of old and new growth drivers in economic and social development,and complete the " peak carbon dioxide emissions" and "carbon neutrality" targets in time,which are indispensable to the promotion of green innovation by environmental regulation.Combining with the research conclusion,this dissertation puts forward the following three policy suggestions:(1)Formulating environmental regulation policies according to the existing technical level;(2)Use a combination of environmental regulatory policies and innovate regulatory methods;(3)Strengthen the anticipatory management of environmental regulation policies.
