| With the rapid development of China’s economy,the process of urbanization is faster and faster,and the urban expansion and urban construction are further accelerated.In urban engineering construction,the transportation of construction wastes such as construction waste and engineering muck has become an important part of urban management.As the main transportation way of urban construction waste,muck truck has made great contributions to the development of the city.However,due to social progress,government departments have encountered a new situation in the management of muck truck,that is,the traditional supervision mode,It is difficult to adapt to the current effective supervision of muck trucks,and the overall effect of urban public management can be realized with the help of collaborative supervision among multiple departments.Using the methods of literature analysis and case analysis,this paper makes a detailed study on how to manage the waste dump truck in Hangzhou.Firstly,this paper summarizes the current situation of residue truck management in Hangzhou from three aspects: the system and mechanism of residue truck management,the methods and measures adopted and the effectiveness of management,and then analyzes the main problems existing in the existing management: it is difficult to establish trust in residue truck collaborative management,unequal distribution of rights,not ready for collaborative network management Some departments pay attention to performance and ignore the importance of relationship.The main reasons for these problems are the insufficient cooperation of law enforcement departments,the imperfect slag truck cooperation management system and the lack of scientific and technological management means.Then,on the basis of the above analysis,combined with the collaborative public management theory and the successful experience of managing muck trucks in other cities in China,it is proposed to improve the information sharing among departments,improve the scientific content of supervision,improve the cooperation efficiency,issue relevant laws and regulations,and clarify the responsibilities of each department.There are three cooperative countermeasures and suggestions to improve the management of residue truck in Hangzhou.Doing a good job in the management of muck trucks in Hangzhou is not only of great significance to the living environment and traffic order of Hangzhou citizens,but also conducive to promoting the benign development of Hangzhou muck transportation market itself,but also has a positive reference and promotion for the management of other cities in China. |
