On September 22,2020,President Xi Jinping proposed at the 75 th session of the United Nations General Assembly the goal of achieving "carbon peaking" by 2030 and "carbon neutrality" by 2060,i.e.,the "carbon peaking and carbon neutrality goals".In response to the "carbon peaking and carbon neutrality goals",enterprises in China have gradually started to invest more in Research & Development and construction in the process of low-carbon transition, development of clean energy and investment in green projects, resulting in a high demand for capital.Green bonds have the dual attributes of green environment protection and debt financing, and are a more suitable financing tool for enterprises to raise funds in this context. However, since China’s green bond market started late and does not have sufficient market experience, there are still certain financing risks for enterprises to issue green bonds. This paper takes Capital Eco-Pro Group Co.,Ltd.,a leading enterprise in this industry,as an example, and identifies its green bonds financing risk from both internal and external aspects based on the green bonds issued by the enterprise from 2019 to 2021 as well as its financial data, and uses the reweighted efficacy coefficient method improved by the entropy value method The degree of green bonds financing risk was assessed by applying the reweighted efficacy coefficient method. This paper also proposes countermeasures to avoid the possible risks of green bonds issuance,so as to further enhance the positive effect of green bonds issuance and to promote the role of Capital Eco-Pro Group as a model for the industry. This will further enhance the positive effect of issuing green bonds, thus promoting the development of China’s green industry by providing a model for other enterprises in the same industry and driving the efficiency of green bonds in the whole industry.
