Study On Problems And Countermeasures Of Black And Odorous Water Treatment In Xuzhou City

Taking 75 black and odorous water treatment cases in Xuzhou City as the research object,through field investigation,comparative analysis,literature research and other methods,using public goods theory,externality theory and collaborative governance theory,this paper summarizes and refines the effective measures in the process of black and odorous water treatment in Xuzhou City from the Perspective of different subjects such as government,enterprises,social organizations and the masses,Explore the effective experience of urban water pollution control,analyze the shortcomings of urban water treatment process,put forward targeted methods and suggestions to optimize and improve the treatment of black and smelly water,and finally try to form a universal,replicable,reference and popularized black and smelly water treatment model.This paper holds that there are many successful experiences in the treatment of black and smelly water bodies in Xuzhou City.The government has led the implementation of the whole treatment process by straightening out the system,systematic treatment,implementing guarantee and combining construction and management;Enterprises have effectively promoted the smooth progress of governance by participating in project construction and financing;Social organizations and urban residents provide necessary supplements for governance by participating in various public welfare and voluntary activities.At the same time,there are also some problems,mainly because the government still has some shortcomings in governance,such as the return of black and odorous water after governance,the still existing pollution into the river,the slow construction of drainage facilities,the low supervision force and efficiency,the illegal sewage discharge of enterprises and the poor river cleaning,and the role of social organizations and urban residents has not been brought into full play.After in-depth analysis of the causes of the above problems,this paper attempts to put forward optimization suggestions,and believes that different main roles should be played to promote collaborative governance.The government should establish the concept of green development and collaborative governance,strengthen fund-raising,promote project construction,establish and improve the collaborative governance mechanism,improve the ability and level of supervision and law enforcement,and explore the urban drainage integration system;Enterprises should take the initiative to assume social responsibility and reduce sewage discharge;Social organizations and urban residents should strengthen their own construction and deeply participate in governance.This paper holds that as a kind of quasi public goods,the black and odor of urban water body is mainly caused by the "negative externality" of all parties.Therefore,it also needs the government,enterprises,social organizations and urban residents to carry out collaborative governance and establish a long-term mechanism.Urban black and smelly water treatment is a long-term,complex and systematic work.Project construction is the foundation,management and protection mechanism is the key,and coordinated treatment is the guarantee.Only when all parties play their due roles can we truly realize "long-term control and long-term cleaning".
