| In recent years,the pollution problem is becoming more and more serious,but the effect of pollution control is not significant enough.How to control pollution effectively has become the focus of global concern.Our country has invested a lot of money in pollution prevention and control.At present,many enterprises have pollution prevention and control conditions and facilities,but in actual operation,there are still some problems such as stealing discharge,substandard discharge,facility outage,and low rate of perfect and qualified facilities.According to the preliminary investigation,enterprises have concerns about the operation and environmental cost of pollution prevention and control facilities,and consider it a dilemma to balance economic benefit and environmental responsibility.Moreover,the pollution emission of enterprises is affected by many uncertain factors,such as the quality of raw materials,production technology,and the state of pollution prevention and control facilities.This process is not standardized and deterministic,as most existing studies assume,and requires consideration of relevant uncertainties.In view of this,this paper constructed a stochastic control model for the total amount of single pollutants in enterprises,and studied the optimal control strategy for enterprises to minimize the total expected environmental cost.Relevant conclusions have important theoretical and practical value for enterprises to achieve sustainable economic growth.This paper sorted out relevant domestic and foreign literature on enterprise pollution control and environmental cost,and sorted out the externality theory,optimization theory and stochastic control theory related to the study,laying a foundation for the subsequent research.At the same time,this paper analyzes the current situation of pollution control facilities and environmental costs of enterprises,and obtains the key factors of pollution control decisions of enterprises.Based on the theory of optimization and stochastic control,a stochastic control model of the total amount of single pollutants was established,and the optimal control strategy of the model was solved and analyzed by using the Quasi-Variational Inequality(QVI).Finally,we use Matlab to calculate the parameters of the total pollution control model.By comparing static analysis methods,the influence of parameter variation on optimal control decision is studied.On this basis,the results of the total pollution control model of enterprises are analyzed to minimize the total expected discounted environmental cost of enterprises,and corresponding countermeasures and suggestions are put forward for relevant enterprises.The results show that the optimal control strategy is to immediately open the pollution control facilities and adopt the pollution control intensity Γ to control the total pollution when the total pollution is detected to reach the critical pollution level V.The specific research conclusions are as follows:(1)The optimal control strategy of enterprise pollution is directly related to the critical value and control intensity of total pollution.Under this strategy,enterprises can decide the start time and control intensity to achieve effective control of the total amount of pollution at the optimal environmental cost.To meet the double constraints of environmental regulation and environmental cost,so as to achieve the balance of economic benefit and social responsibility.(2)The relevant parameters of the total pollution control model are scientific and reference.Through comparative static analysis,this paper shows that the optimal control strategy is influenced by the growth rate,volatility,cost parameters and discount rate of total pollution.(3)The optimization of environmental costs is related to the total amount of pollution.The total amount of single pollutant is positively correlated with the total expected discounted environmental cost.When the total amount of pollution is lower than the critical value,the environmental cost increases to a certain extent with the increase of the total amount of pollution,but the impact is very weak.When the total amount of pollution reaches or exceeds the critical value,the impact of total amount of pollution on environmental cost is more severe. |
