| According to the reform plan of compensation system for ecological environment damage,provincial government,as the right holder authorized by The State Council,is the executor of compensation for ecological and environmental damage,and also take responsibility for reform in its own administrative region.Under the authorization of provincial government,its constituent departments carry out various work,and their performance of duties and responsibilities is related to the life of the system.This paper focuses on the performance of provincial government departments,taking S Province as an example which has been in the forefront in recent years and is also a pilot province of reform,and systematically combs the responsibilities and performance status of government departments in S province in the reform.From the perspective of the Meta-governance theory,this paper analyzes the problems and causes existing in the performance of provincial government departments.This paper holds that S province has established a system for the government to initiate compensation for ecological and environmental damage and actively carry out claims,and has achieved good institutional and ecological benefits.However,there are still some problems in the performance of government departments,mainly manifested in the imperfect construction of the system,flexible implementation of the system,and the lack of effect.The main reasons for these problems are the lack of legal support for the responsibilities of government departments,the lack of ability to perform their duties,the imperfect coordination mechanism between departments,,and the imperfect supervision and accountability mechanism.Therefore,this paper suggests to strengthen the performance of provincial government departments by clarifying the legal responsibilities of government departments,improving the capacity to enforce the system and the mechanism to implement the systems,strengthening the supervision over the performance of government departments,so as to promote the continuous improvement of the compensation system. |
