Optimization Of The Mechanism For Resolving Environmental Conflicts And Dispute

In the context of ecological and environmental protection,the resolution of environmental conflicts and disputes continuously achieved new results,and the public’s sense of happiness have been significantly enhanced.However,there is still a gap between people’s growing demand for a better ecological environment and the current environmental governance capabilities,and environmental conflicts and disputes are prominent.The report of the 19 th National Congress of the Communist Party of China clearly stated that the construction of the social governance system should be strengthened,and the social governance system of party committee leadership,government responsibility,social coordination,public participation,and legal protection should be improved,and social governance should be improved in terms of socialization,legalization,intelligence,and professionalization.Among the traditional ways to resolve environmental conflicts and disputes,environmental letters and visits are the most commonly used solution.There are limited public participation channels,excessive government leadership,unequal parties involved,lack of necessary information from the public,formal public participation,and governance effects.There is a gap between public expectations and other issues.As an important form of public participation,"Environmental Roundtable Dialogue" can effectively alleviate the people’s "minor pain points" and effectively enhance the people’s sense of gain and happiness.It is the most worthy of in-depth study in the resolution of environmental conflicts and should be the most difficult to explore.The key point.This article takes the pilot of "Environmental Roundtable Dialogue" in Neijiang as a clue,collecting and sorts out the implementation background and classic models of the "Environmental Roundtable Dialogue" mechanism,and summarizes the basic model,basic principles and characteristics of Neijiang implementation of the "Environmental Roundtable Dialogue" mechanism.The highlight is to evaluate the implementation effect of the "Environmental Round Table Dialogue" through the questionnaire method.Then,taking the two "environmental round-table dialogues" of Neijiang XX Hardware Equipment Factory’s noise problem and XX fittings Co.,Ltd.’s odor disturbing people’s problems as examples,the mechanism of "environmental round-table dialogue" is analyzed from the aspects of participation mechanism,interaction mechanism,and trust mechanism.From the perspective of short-term and long-term benefits,the "Environmental Roundtable Dialogue" has the effects of complementing and improving traditional governance methods,building a mechanism of checks and balances,and being practical and easy to implement.However,limited applicability,difficulty in understanding the situation and guaranteeing the effect of dialogue,imperfect system design,lack of legal basis,are the main problems facing the "Environmental Round Table Dialogue" at present.The study showing that the improvement of the "Environmental Roundtable Dialogue" mechanism can be considered from five aspects,namely: further promoting the institutionalization and scale of the "Environmental Roundtable Dialogue";strengthening the follow-up and implementation of the results of the dialogue;focusing on the cultivation of the competence and quality of the participants;Strengthen the promotion of the results of the dialogue;expand the application areas of the "Environmental Roundtable Dialogue".
