The sustainability of environmental resources is the cornerstone of ensuring the development of industrial economy.Throughout the development process of my country’s industrial economy,it has been an extensive economic development model that has long relied on high energy consumption,high emissions and high pollution.The negative social effects caused by resource depletion and environmental degradation have become more apparent.As we all know,the public goods nature of environmental property rights determines the lack of an endogenous governance mechanism of negative externalities,which means that the governance of negative externalities of the environment must be resolved through the government’s formulation of relevant policies.With the continuous reform of China’s environmental regulatory policies,the effects of different types of environmental regulations on industrial green total factor productivity have shown significant heterogeneity.In the context of technological backflow in developed countries and the gradual breakthrough of environmental carrying capacity in China’s industrialization process,explore the impact of heterogeneous environmental regulations on China’s industrial green total factor productivity,and formulate more reasonable and effective environmental policies for the government to improve the economic and environmental performance of various regions It is of great significance to promote the coordinated development of the economic environment.At the level of theoretical analysis,this paper subdivides environmental regulations into three categories: command-and-control,market-incentive and public-participation environmental regulations.First,construct a theoretical analysis framework of heterogeneous environmental regulations on industrial green total factor productivity;Government rent-seeking and enterprise rent-seeking regulatory variables are incorporated into the theoretical analysis framework,trying to give a scientific and comprehensive explanation of the impact of heterogeneous environmental regulations on industrial green total factor productivity.At the level of empirical testing,we first used MAXDEA7.0 to measure China’s industrial green total factor productivity,then constructed a reasonable panel regression measurement model based on theoretical analysis,and estimated the heterogeneity using panel data from China’s inter-provincial industrial enterprises from 2006 to 2017.The impact of environmental regulations on industrial green total factor productivity.The main research conclusions obtained are:First,the command-and-control environmental regulation,which is typically characterized by relying on strong government constraints,presents an inverted U-shaped curve relationship to the industrial green total factor productivity of the country and various regions.Among them,on the left side of the "U" curve,command-and-control environmental regulations have a weaker role in promoting industrial green total factor productivity in the western region,indicating that the region’s environmental regulatory policies have low efficiency in resource allocation.There is a significant U-shaped relationship between market-incentive and public-participation environmental regulations and the green total factor productivity of industries in the whole country and the eastern and central regions.Among them,the market-incentive environmental regulation has a strong promotion effect on the industrial green total factor productivity in the central region,and the public participation environmental regulation has a more prominent promotion effect on the industrial green total factor productivity in the eastern region.Second,the local government’s active rent-seeking has positively adjusted the promotion effect of market-incentive environmental regulations on industrial green total factor productivity across the country and the eastern and central regions.This shows that the local government has enriched the green innovation resources of industrial enterprises through rent-seeking behavior,weakened the uncertainty of green innovation,and further strengthened the innovation compensation effect of the market incentive environment.Enterprise rent-seeking weakened the role of command and control environmental regulations across the country and the central and western regions to promote industrial GTFP.It can be seen that the rent-seeking behavior of enterprises has reduced the binding force of command-and-control environmental regulations to a certain extent,thereby weakening the role of command-and-control environmental regulations in promoting industrial green total factor productivity.Finally,based on the research conclusions of this paper,countermeasures and suggestions are put forward: optimize the design of heterogeneous environmental regulations,and different regions should implement differentiated environmental regulations;a single type of environmental regulation is difficult to play a comprehensive regulatory role,and each region should pay attention The combined implementation of different types of environmental regulations;improve the performance evaluation mechanism of the land government to avoid the "GDP-only theory" caused by the local government’s short-sighted behavior in the process of economic development and environmental protection.
