Research On Emergency Plan Decision Of Urban Major Fire Accident Based On Cloud-model

Urban fire protection has always been an important part of urban public safety.With the rapid development of China’s economy,a number of new energy and new industries have emerged,but at the same time,it has made the types of disasters more and more complicated,such as super high-rise buildings,Underground engineering,petrochemical fires,etc.all show obvious unconventionality and great harm,so the reasonable preparation of urban emergency plans for major fires has become an urgent research topic.This article aims at major urban fires,based on the analysis of a large number of historical cases,starting from the perspective of scenario construction,using case reasoning technology,cloud model theory and emergency decision theory to carry out research on emergency plan preparation and decision-making.First,under the "scenario-response" emergency management model,the shortcomings of traditional emergency plans compared with emergency plans based on scenarios were analyzed,and the ideas and methods of emergency plan preparation and decision-making were clarified.Based on the knowledge element,the traditional case description is improved into a series of scenario descriptions.The urban major fire accident scenario database is constructed by analyzing the scenario components and representation methods to provide auxiliary support for emergency plan preparation and decision-making;then based on case reasoning,through structural similarity and The dual situation similarity algorithm of attribute similarity can obtain the emergency objectives of the corresponding scenarios and complete the task decomposition,providing a more scientific method for the generation of emergency plans;secondly,the cloud model is used to solve the accidents and the uncertainties in the emergency decision process,In order to establish the urban major fire accident emergency plan decision model that combines the cloud model and multi-attribute decision-making;finally,the empirical application shows that the decision model is helpful to improve the effectiveness and accuracy of emergency plan preparation and decision-making,and for the construction of emergency plan system Provide optimization strategies.This paper studies the preparation and decision-making of urban major fire emergency plans under the "scenario-response" emergency management model,which enriches the relevant theories of emergency management,and provides a certain basis for realizing reasonable and effective emergency plan decisions and improving the construction of fire emergency capabilities and theoretical basis.
