Study On The Impact Of The River Chief System And Policy Tools On Regional Water Environment Quality

In recent years,the governance of water environment has received increasing attention from the party and the government.The report of the 19th National Congress of the Communist Party of China proposed that efforts should be made to address outstanding environmental pollution issue.speed up water pollution prevention and control,and adhere to common governance and prevention at the source.In order to further establish and practice the theory of green mountains and green mountains is the Golden Mountain and Silver Mountain theory,the River Chief System policy was first explored by Wuxi City,and it is a new inter-government cooperative governance model led by party and government leaders.With the issuance of the Opinions on the Comprehensive Implementation of the River Chief System by the General Office of the CPC Central Committee and the Office of the State Council,as of the end of 2017,31 provinces,municipalities and autonomous regions across the country have established policies to implement the river-length system.The implementation effect of this new inter-government collaborative watershed governance model and the differences in the implementation effects of different types of policy tools included in it are worth exploring.This article first analyzes the river policy system texts in each region through the content analysis method,and finds that the River Chief System is still the government’s dominant governance model,with weak social participation capacity.Subsequently,by constructing a double-difference model,based on 20082017 national panel data and state-control led cross-section water quality monitoring data,the empirical test is performed on the difference between the implementation effect of the river length system and the effects of different types of policy tools included in it.The results show that the River Chief System policy has shown initial effects on water resources and environmental governance,but it still has not comprehensively improved China’s water pollution situation,and the implementation effects of different types of policy tools included in the River Chief System have not shown significant differences.This reveals that although local governments have vigorously implemented the policy of the long river system,the phenomenon of treating the symptoms but not the root cause is prominent,and the implementation of the River Chief System still faces great difficulties.Finally,we put forward corresponding solutions and policy suggestions.We believe that we should further improve the laws and regulations related to the River Chief System,strengthen the ecological civilization of government departments,and further improve the level of public participation and open channels for supervision and expression.Improve the collaborative governance model of multiple subjects,summarize and summarize the full text and research prospects.
