Water resources are one of the most important natural resources on the earth.They play a vital role in the survival and development of human beings.The rational use of water resources can promote social and economic development.At the same time,frequent floods have seriously affected the safety of people’s lives and property and social and economic development.At present,in order to deal with flood disasters more effectively,in addition to building a large number of water conservancy projects,necessary non-engineering measures have also been taken.In particular,a lot of research has been done on flood forecasting and early warning.At the "Ministerial Channel" of the Fifth Session of the Thirteenth National People’s Congress,Comrade Li Guoying,Minister of Water Resources of my country,pointed out that in the face of floods and droughts,we must adhere to the "four forecasts",that is,"forecast,early warning,rehearsal,and pre-plan","forecast,early warning " The important preparatory work for "rehearsal and pre-plan" is particularly important in flood control and disaster reduction work.The flood forecasting and early warning system mainly releases flood warning information to groups in areas that may be affected by monitoring,analyzing and predicting meteorological and hydrological data in a timely manner,so that the public and the government can do early prevention and rescue work and minimize flood disaster losses.This paper takes the Duobu Reservoir on the main stream of the Niyang River in the Tibet Autonomous Region as the research object,carries out the forecasting of rainfall runoff in the reservoir,and combines the characteristics of the Niyang River Basin and the current situation of flood control in Bayi Town,and determines that the Bayi Bridge in the lower reaches of the Niyang River will be used as an example.System early warning objects,and designed and developed the Niyang River Basin flood forecast and early warning system.The main research contents and conclusions are as follows:(1)According to the characteristics of the Niyang River Basin,the Xin’anjiang hydrological model was selected to carry out the research on rainfall and runoff forecasting in the basin;in view of the applicability of the Xin’anjiang model in the Niyang River Basin,after the optimization of genetic algorithm(GA)and particle swarm optimization(PSO)Shortcomings analysis,using the PSO algorithm to improve the GA algorithm,so that the improved GA-PSO algorithm can combine the advantages of the two algorithms;using the improved GA-PSO evolutionary algorithm,using the certainty coefficient as the objective function to analyze the parameters of the Xin’anjiang model Carry out optimization calibration and verify the optimized Xin’anjiang model.The calibration results of the Xin’anjiang model show that the GA-PSO algorithm can effectively improve the forecast accuracy of the Xin’anjiang model.According to the analysis of the flood forecast results from 2016 to 2017,it can be seen that the GA-PSO algorithm is more accurate than the GA algorithm under the same rainfall in the same year.The coefficients increased by 12.13% and 15.2% respectively,the absolute errors of runoff depth decreased by 75% and 75.2% respectively,and the relative errors of runoff depth were all below 10%.The verification results showed that the relative errors of runoff depth were all less than 10%.The coefficients are all greater than 0.7,and the accuracy has reached the B-level standard in the "Code for Hydrological Information Forecasting".(2)During the development of the flood forecast and early warning system,the Mysql database is used to manage the data involved in the system,and the front-end data interaction of the system is realized with the help of Axios technology,and the data in the system is displayed on the front-end page through the Echarts data display tool;Using Element UI as the front-end page framework and SSM as the back-end project development framework,the development mode of separating the front and back ends,based on the B/S system architecture design and development of the Niyang River Basin Flood Forecasting and Early Warning System,to achieve rain and flood information management,flood Forecasting and flood warning functions.
