With the continuous acceleration of urbanization in China, problems such as unreasonable and idle use of construction land have emerged in the development process of cities and towns. As a relatively large proportion of urban construction land, residential land also has the phenomenon of unreasonable use and land waste, which seriously affects the development of cities and towns. Therefore, how to reasonably use inefficient residential land has become an urgent problem to be solved. With the revocation of the former Ministry of Land and Resources and the establishment of the Ministry of Natural Resources, the government has placed greater emphasis on overall and comprehensive planning, and has also attached greater importance to the construction of ecological civilization.Therefore,high-quality development has become the starting point of all work.At present,China has entered the era of big data, and the methods of obtaining data are becoming increasingly convenient. In this context, this article is based on multi-source data and constructs a universal research method for identifying inefficient residential land through data preprocessing. The Wanquan urban area of Zhangjiakou City is selected as the validation object, and an identification index system is established to construct a systematic identification method. Finally, the inefficient residential land in Wanquan District is identified and micro perspective countermeasures and suggestions are proposed, providing reference for the redevelopment planning of inefficient residential land. This study determines the necessity and feasibility of this study by analyzing the current planning background in China and the problems that have arisen in the development process of cities and towns.Firstly, collect relevant data and divide the collected multi-source data into two categories: traditional data and network big data;Preprocess the two types of data through a series of methods, and extract the current status data to establish a database through the GIS platform;Compare the current residential land plots with relevant data to select suitable residential land plots for universal research, providing a basis for the following text. Then construct a universal identification index system and methods.Referring to relevant regulations and documents, the identification indicators for inefficient residential land are determined from four aspects: land use conservation, economic vitality, social external level, and spatial environment. The weight values of each indicator are determined through Analytic Hierarchy Process. The ideal values of each indicator are determined by referring to previous research, relevant policy documents, and similar urban cases, and a universal identification indicator system is jointly constructed; Then, based on the two major types of data sources obtained in the early stage, universal recognition methods for different data sources are constructed, including recognition methods based on big data and recognition methods based on traditional data; Finally, the data calculated by the two types of methods will be comprehensively weighted and summed to obtain the final recognition result. Finally, taking Wanquan District of Zhangjiakou City as the validation object, relevant data was collected for preprocessing, appearance data was extracted, and the current situation was visualized and analyzed;Establish an indicator system for identifying inefficient residential land, determine specific weight values and ideal values; Two types of identification methods are used to calculate the current data separately, and the final calculation results are classified according to regulations. Finally,a comparative analysis of the comprehensive identification results is conducted and relevant countermeasures and suggestions are proposed.
