Quantitative Evaluation Of Industrial Internet Industrial Policy Based On PMC Index Model

In recent years,the ’rapid rise of the concept of industrial Internet has effectively promoted the digital transformation process of industrial manufacturing,and its core essence digital industrialization and industrial digitalization are of great significance for the deep integration of the digital economy and the real economy.This paper uses literature research method,text mining method,quantitative analysis method,regression verification method and other methods to analyze China’s industrial Internet industrial policy in multiple dimensions.The core research content of this paper is to use PMC index as a tool to quantitatively evaluate the relevant policy texts of the industrial Internet,and the specific model practice is to first count the word frequency of the policy text,count the results of word frequency and previous research,and set 10 first-level index variables:X1 policy nature,X2 policy timeliness,X3 policy receptors,X4 policy targeting,X5 issuing institutions,X6 policy evaluation,X7 policy guarantees,X8 policy perspective,X9 of policy fields,and X10 policy openness,and 40 secondary index variables,subject to the policy text,assign values to the secondary variables,and finally obtain the PMC index and average PMC score of the sample policy of 7.595.In addition,the average score of each first-level variable is obtained,and the policy timeliness,policy field,policy perspective,and incentive guarantee in most policy texts need to be paid more attention to.In addition,the PMC surface chart and the depression index ratio chart can clearly show the shortcomings of specific policies.In addition to the PMC index measurement of the policy text,this paper also analyzes the impact of policy excellence on the development of the industrial Internet industry.The innovation of this article lies in that compared to the research of scholars such as Wang Liying[1],before constructing the PMC indicator system,this article expanded the sample range of word frequency statistics and conducted social network analysis.Drawing on the research method of Fang Nan[42],LDA model was used to explore potential themes,grasp the potential direction of policies from a macro perspective,provide reference direction for sample selection in empirical analysis,and provide more data support for constructing the PMC indicator system.In addition,previous policy research on Industrial Internet was also limited to the evaluation of policy content,lacking the evidence of implementation effects on evaluation methods.This paper draws on Wei Xudong’s model building method[45],from the perspective of policy implementation effectiveness,and uses the fixed effect regression model to empirically analyze the impact of the excellence of Industrial Internet policies on the Digital transformation level of regional enterprises,and conducts a heterogeneity test according to the different response effects of different enterprises to policies,to explore the differences in policy implementation effects and their internal mechanisms.
