| The Convention on Biological Diversity(CBD)is an international convention aimed at the protection of the world’s living resources,the long-term sustainable use of biodiversity and its components,and equitable and equitable access to the benefits of living resources.Convention states parties concerned of biodiversity conservation should be established national strategy or plan of action,using a variety of protection management of important ecological system and the protection of endangered species of wild fauna and flora,and regularly hold the conference of the parties discuss the hot issues of biodiversity conservation,parties to follow up on the state of biodiversity conservation work and achievements,At the same time,review and approve the resolutions used to guide the work.China signed the Convention in 1992 and has actively fulfilled its obligations as a state party.It has made many important achievements in biodiversity protection and hosted the 15 th Conference of the Parties(COP15)in May 2021.Coral reefs in the sea is biodiversity hot spots,is the important and typical Marine ecosystems,provide a variety of Marine life and human ecological services,however,in the global climate change and human fishing operations,emission pollution,the exploitation of coral and other global and regional factors mutual influence,global coral reefs in the large bleaching phenomenon,The coverage of living corals has also declined dramatically,posing a serious threat to biodiversity.In order to protect the coral reefs,make its can long-term stability for human and Marine biological health of ecosystem services,the conference of the parties to the coral reef protection discussed for many times,and through the management maintenance resolution coral reefs of the conference of the parties,the parties take resolution requires a coral reef distribution in the maintenance and management measures,to protect their jurisdiction of coral reefs.China is rich in coral reef resources,distributed in Guangdong province,Hainan Province,Guangxi Zhuang Autonomous Region and the South China Sea.But the reefs are also under threat,and the number of reefs in China has declined significantly over the last century.As a Party to the Convention,China shall adopt conservation and management measures for coral reefs in accordance with resolutions adopted by the Conference of the Parties to the Convention.At present,China is gradually improving the legal system of biodiversity conservation,and has issued some policies and plans.At the national level,some national laws have already stipulated relevant contents of coral reef protection,and a large number of national laws are sufficient to control various damage factors of coral reefs,such as the management of illegal fishing,Marine pollution and coastal development.In addition,local regulations have been issued to protect coral reefs in provinces and autonomous regions where coral reefs are distributed,such as Hainan and Beihai in Guangxi.In addition to laws and regulations,China has also issued related conservation plans aimed at protecting and restoring damaged coral reef ecosystems.Although China has formulated relevant laws,regulations and policy systems and carried out conservation and management of coral reefs,there is still a significant gap between China and the requirements of the Convention.Such as national legislation and the content of the protection action in lack of ecosystem integrity and comprehensive maintenance management thought,the coordination between departments needs to be improved,at present to establish Marine protected areas coverage and protection effectiveness is insufficient,lack of public participation and international cooperation,coral reef fisheries management and pollution control is difficult,and so on.In order to improve the current shortcomings,enhance the effectiveness of coral reef conservation and management,and enable China to better fulfill its obligations under the Convention on Biological Diversity,In the future,China also needs to strengthen its capacity building for self-generation,improve the current coral reef conservation and management legislation,strengthen international cooperation and public participation,improve the management of Marine protected areas,and incorporate ecosystem-based management concepts into fishery protection and pollution prevention and control.After COP15 2021,China will make new progress in implementing the Convention.It is believed that under the guidance of the new national biodiversity conservation and development plan,China’s ability to implement the Convention will be significantly improved,and the progress of coral reef conservation and management will gradually reach the level required by the Convention. |
