The sustainable use and benefit-sharing of aquatic genetic resources(AGRs)is an important part of the negotiation of the Convention on Biological Diversity,the Nagoya Protocol and the BBNJ negotiation.At present,the BBNJ negotiation has entered the "deep water zone",but the conceptual boundary of AGRs is still unclear.There are still great differences on whether the two types of substances and information containing artificial factors,such as derivatives and digital sequence information,belong to AGRs.Difficulties in negotiation and construction of a benefit-sharing mechanism.The differences in the concept of AGRs are largely caused by the inconsistency of human beings on the value of AGRs.In view of this,this paper attempts to start from the actual utilization of AGRs,explore the value composition framework of AGRs,and explore reasonable value assessment methods on this basis,in order to seek new ideas for the current predicament.This paper adopts the widely used TEV value composition framework in the natural resource value theory as the analysis framework,collects and summarizes the value realization methods of human beings on AGRs and their derivatives and digital sequence information through public information channels,and compares their value realization methods.This paper analyzes the applicability of the TEV framework to the value composition of AGRs,and proposes a more suitable value composition framework for AGRs on this basis.This paper also classifies and expounds the mainstream value assessment methods in the field of natural resource value research,and selects appropriate value assessment methods for AGRs according to the characteristics of each value type of AGRs.Finally,this paper uses the combination of experimental method and market price method to quantitatively evaluate the breeding value of South China carp genetic resources.The value realization methods of AGRs can be classified into five categories:commercial development value,breeding value,ecological value,management value and cultural value;the study found that the value realization methods of AGRs by human beings are different from those defined under the TEV framework.The realization methods of natural resource value are not completely consistent,and the TEV framework does not fully cover all the value types of AGRs.Two very important values,management value and breeding value,are excluded from the definition.A revised TEV value composition framework is proposed,the total economic value of AGRs consists of use value and non-use value.Among them,the use value of AGRs is divided into consumable use value(mainly refers to its commercial development value),unconsumable use value(such as breeding value,ecological value and management value)and selection value,and non-use value refers to existence value(for example,cultural value)and genetic value;Fourthly,mainstream natural resource value assessment methods can be divided into three categories: direct market-based value assessment methods,alternative market-based value assessment methods,and hypothetical market-based value assessment methods.The value evaluation methods are more suitable for AGRs,which are selected accorrding to characteristics of value types of AGRs and the market where they locates: 1)The commercial development value can be valued by the value evaluation method based on the direct market;2)The breeding value can be valued by a combination of the experimental method and the market price method.3)Management value can be assessed by replacement cost method;4)Ecological value and existential value(cultural value)can be assessed by conditional value method;5)Selection value and genetic value can be assessed by conditional value method Or the present value method of future income for evaluation;Fifthly,the breeding value of South China carp genetic resources is about 2622.46 yuan per square meter.Due to the particularity of the value realization method of AGRs,the TEV value composition framework proposed based on the value types of AGRs is more in line with the current value utilization of AGRs,and can effectively bridge the differences in the concept of AGRs in current negotiations.Derivatives and digital sequence information related to AGRs have important values,such as breeding value,commercial development value,etc.In seeking to establish a fair and reasonable benefit-sharing mechanism,these important values should not be ignored,and derivatives and digital sequence information should be included in the scope of AGRs.Secondly,the value evaluation method selected in combination with the market and characteristics of each value type of AGRs is more in line with the value realization method of AGRs,and a more scientific and reasonable AGRs value evaluation result can be obtained.However,these valuation methods still have their limitations.Finally,South China carp genetic resources have important breeding value and must be conserved and utilized in a sustainable way.A clear AGRs value composition framework and reasonable value assessment methods can help to resolve their conceptual differences and bridge the current negotiation predicament,and are of great significance for building a fair and reasonable benefit-sharing mechanism.At the same time,through the calculation of the value of AGRs,it can provide a basis and decision-making reference for the establishment of a compensation mechanism for the conservation and utilization of AGRs,improve the scientificity of decision-making,promote the conservation and sustainable use of AGRs,and help to better achieve biodiversity conservation goal.
