In 2020,facing the world,the Chinese government solemnly promises to achieve the goal of "carbon neutralization and carbon peak" at 2030 and 2060,and vigorously develop clean and renewable energy.This has brought explosive development opportunities for the construction of new energy represented by offshore wind power.The submarine cable laying project of offshore wind farm is a key link in the construction of offshore wind farm,which is called "the blood vessel of offshore wind farm".While the rise of offshore wind power industry drives the vigorous development of submarine cable laying construction,various risks in the process of submarine cable laying are also huge problems faced by submarine cable construction enterprises,ranging from delaying the construction period to increasing costs,to ship accidents and casualties.At present,the research on risk management of cable laying is mainly aimed at land cable laying construction projects.Submarine cable laying construction,as an emerging industry,has certain particularity.At present,the research on risk management of offshore wind power submarine cable laying construction projects at home and abroad is rarely involved.In particular,it is important to effectively combine the risk identification,assessment and response control theory with the characteristics of submarine cable laying project of offshore wind farm and construct the risk evaluation index.This paper is based on risk management of wind farms and submarine cable laying projects of offshore wind farms at home and abroad,taking the submarine cable laying project of offshore wind farm C as an example,this paper deeply analyzes the characteristics of submarine cable laying project of offshore wind farm,and uses scientific methods such as using brainstorming and delphi method to determine the risk factors of the project,Using scientific method to comprehensively analyze the risk of submarine cable laying project of offshore wind farm;According to the importance of specific risk influencing factors,a system is constructed to quantitatively display the project risk and provide data support for managers’risk management.The study discuss the risk response strategies of submarine cable laying project of offshore wind farm,ensure the project construction period,and make the risk management of submarine cable laying project of offshore wind farm C more standardized and scientific,it enriches the theoretical system of risk management of submarine cable laying project of offshore wind farm.This paper can be applied to the submarine cable laying project of offshore wind farm.Taking the construction and improvement of the complete risk evaluation and response control model and risk evaluation index system of offshore wind farm submarine cable laying project as the core innovation point,this paper provides theoretical support for the risk research field of domestic offshore wind farm submarine cable laying project.Urge the submarine cable construction enterprises to manage the submarine cable laying project of C offshore wind farm and other offshore wind farm submarine cable laying projects in the future,ensure the project duration and reduce the project risk and enterprise cost.Meanwhile,the reference can be given for peers in the submarine cable laying industry of offshore wind farms,improve the risk management level of the submarine cable laying industry of offshore wind farms,and better serve the construction of offshore wind power.
