| Earthquake emergency material distribution is the key to rescue after an earthquake.A reasonable earthquake emergency material distribution scheme can improve the efficiency of post-earthquake rescue and reduce the losses caused by earthquake disasters to protect the lives and property of the people.The objectives of existing earthquake emergency material distribution models are usually to minimize emergency response time,rescue cost,number of rescue points,and maximize demand satisfaction in disaster areas.Few articles consider the fairness of material distribution.This article will use the fairness measurement method in economics to measure the fairness of emergency material distribution,and then construct an earthquake emergency material distribution model that considers utility and fairness.Practical significance.The problem of earthquake emergency material distribution is to study how to quickly decide the emergency material supply plan from each supply point to each disaster site after an earthquake.After the earthquake,the supply of materials was extremely scarce relative to the demand in the disaster area.The pursuit of the utility of materials reflects the distribution strategy of making limited emergency supplies "use the best of things" under the shortage of materials.However,neglecting the fairness of the distribution of emergency materials will cause the victims to rob the materials and even trigger terrorist riots,which will have extremely bad influence on the society.Therefore,first analyze the characteristics of emergency logistics,then evaluate the earthquake disaster,and then measure the effectiveness and fairness of emergency material distribution,and establish an earthquake emergency material distribution model that considers utility and fairness.Finally,an improved heuristic-based simulated annealing algorithm is designed to solve.Through the analysis of calculation examples,the superiority of the convergence,stability and calculation time of the algorithm is proved.Based on the real data of Wenchuan Earthquake,the management inspiration of earthquake emergency material distribution is given.In summary,the contribution points of this paper are:(1)A series of earthquake emergency material distribution schemes that balance utility and fairness are provided to provide emergency management materials with a decision-making basis for disaster relief after the earthquake.(2)An improved simulated annealing algorithm based on heuristics is designed,which can solve the problem of earthquake emergency material allocation well,and shows superior performance in terms of convergence,stability and time complexity.(3)Introducing similarity and difference criteria into the earthquake damage assessment system improves the objectivity and accuracy of the assessment.The management enlightenment is as follows:(1)In the earthquake emergency material allocation decision,the effectiveness and fairness of the allocation plan are conflicting and irreconcilable.If the emergency rescue manager wants to optimize the utility by changing the material distribution plan,it will inevitably reduce the fairness of distribution.(2)When the emergency material distribution considers the utility more,the impact of the transportation time on the material distribution plan is higher than the impact of the disaster degree;when the emergency material distribution considers the fairness more,the disaster degree affects the The impact is higher than the impact of transportation time.(3)As the importance of emergency supplies continues to rise,the degree of impact of the disaster on the distribution plan of emergency supplies will become higher and higher. |
