At present,higher education has entered the stage of universal development.With the development of society,the ability of higher education to support,serve,and lead economic and social development continues to increase.Higher education plays an increasingly powerful role.At this stage,we must pay more attention to improving the quality and efficiency of higher education,instead of simply pursuing scale and efficiency.According to the connotation of the development of higher education quality,combined with the social development.Meanwhile,according to CIPP,we constructs an evaluation index system for the quality of my country's higher education development from the four dimensions of the scale,investment,quality and social benefits of higher education.Then we can measure the development quality of higher education quantitatively by stepwise scatter degree method Then select the top three provinces according to the results of hierarchical clustering.We hope to have a more objective and comprehensive understanding of the dynamic development trends of the development quality of higher educationThe analysis shows that the quality of my country's higher education development is generally good,but there are obvious differences in the scale,investment,quality and social benefits of higher education.The provinces with better higher education development quality,such as Beijing,Shanghai,Jiangsu and so on,have performed well in at least three dimensions.and about the shortcomings,these provinces are also continuing to improve.Some western provinces such as Ningxia and Qinghai have made slower progress.The ranking is always in a relatively backward area.At the same time,this article also finds that the quality of regional higher education development is relatively unbalanced.Higher education presents the highest development pattern in the east,second in the middle,and lowest in the west.Combined with the development trends of provinces in various dimensions,this regional gap still has a tendency to continue to expand.According to the research conclusions,on the basis of understanding the quality of their own higher education development and combining their own development characteristics,each province should compare its advantages and disadvantages with other provinces in terms of scale,investment,quality and social benefits,and formulate higher education development policies based on local conditions to improve regional higher education.The quality of educational development.At the same time,it is necessary to strengthen inter-regional cooperation and exchanges in higher education,learn from each other's strengths,achieve mutual benefit and win-win results,and accelerate the process of building a strong higher education country.
