Research On Local Government's Innovative Talent Policy

“Talent is the key to govern the world”.Talent is an important indicator of a country's comprehensive national power.With the further development of economic globalization and knowledge economy,the characteristics and functions of human resources as the first resource for economic and social development are more obvious.The talent policy of a country or region largely determines the performance of the first resource for human resources.The fundamental motivation of talent development lies in mechanism innovation.The mission of innovative talents policy is to promote the development program,highlight the talent strategic resources to promote local economic and social development.Therefore,it is necessary to study the talent policy for the performance of talent,and it is of great value to study the optimization path of local government's innovative talent policy to promote regional development.From the perspective of policy tools,this paper constructs a three-dimensional analysis framework of innovative talent policy,policy tool dimension,including the policy tool dimensions of supply,demand and environment;innovation collaborative subject dimension,including the innovation support subject,the enterprise innovation subject and the science and technology research subject;innovative talent development dimension,including preliminary exploration stage,rapid promotion stage and comprehensive deepening stage.Based on the talent policy text of S city from 1996 to 2019,this paper analyzes and evaluates the talent policy by using the three-dimensional analysis framework.In the dimension of policy tools,environmental policy tools are more frequently used in S city,while supply policy tools are auxiliary and demand policy tools are in short supply.In the dimensions of innovation collaborative subject,the innovation talent policy of S city is mainly supported by the subject of innovation,supplemented by the subject of enterprise innovation,while the subject of science and technology research is insufficient.Combined with the two-dimensional crossover analysis of the development stage: in the preliminary exploration stage,the policy tools used by the innovation support subjects in S city mainly focus on the initial exploration of environmental tools;In the stage of rapid development,the policy tools of enterprise innovation in S city mainly focus on the supply-oriented;In the stage of comprehensive deepening,they begin to focus on the use of three policy tools.They use different kinds of policy tools in different development period on the base of local conditions and era background.And they have actively explored a talent policy that prioritizes the development of talents to lead the innovative development of the economy and society,thus providing strong talent support for economic development and social progress.Meanwhile,through the study of innovative talents policy of integration of domestic and foreign advanced experience,the local governments can better attract,retain,motivate and train talented people.To provide countermeasures and policy optimization paths for the research and implementation of local innovative talent policies that are in line with regional social development benefits,and gradually form a more complete talent policy system.To a certain extent,it can not only effectively stimulate the potential and vitality of talent,but also play a certain impact on the improvement of talent policy system innovation and governance ability.
