The Intelligent video surveillance systems with cameras as the core have been widely used in national security,coastal defense,and civilian applications.However,in the actual application process,there are still problems such as limited monitoring range,untimely detection of moving targets,and unreasonable camera resource allocation,which can no longer meet the intelligent needs of contemporary security monitoring.In order to achieve precise positioning,real-time tracking of moving targets in the monitoring area and intelligent allocation of camera resources.With the help of radar to detect electromagnetic wave penetration ability,large search range,unaffected by optical conditions and special climate,and combined with video acquisition equipment such as smart cameras which can obtain moving target optical image.A multi-radar guided integrated video linkage monitoring model and algorithm are designed and implemented in the paper.Firstly,the thesis proposes a multi-radar guided integrated video linkage monitoring model,which combines multi radar and multi camera coordinate systems.And on this basis,a unified coordinate positioning algorithm is proposed in the paper,which can realizes the conversion of target positions between different coordinate systems,lays the foundation for the target positioning algorithm.Secondly,aiming at the problem that a single moving target appears in the monitoring area,a single target positioning algorithm is proposed in the paper,which can achieve precise positioning of the target under the condition of not being affected by light and special weather.For the situation where camera resources are limited and multiple moving targets appear in the monitoring area at the same time.Based on the experience of experts,this paper proposes an intelligent location and tracking algorithm for multiple moving targets based on fuzzy neural network is proposed in the paper.At the same time,the particle swarm optimization algorithm is used to optimize the model,and finally the synchronous positioning and tracking of moving targets in the monitoring area can be realized.Finally,a functional requirements of the video surveillance system is analyzed in the paper,and adopts network video interface protocol and other related technologies,designs and completes the system architecture and monitoring process of the video linkage monitoring system,which has the functions of data collection and storage,target positioning,control authority,interface display,and automatic alarm,etc.,end verify the model and algorithm proposed in the paper.The model and algorithm proposed in the thesis make full use of the characteristics of radar monitoring range and not affected by optical conditions and special climate,and solve the problems of single camera affected by optical visibility,limited monitoring range and untimely detection of moving targets.It has realized the intelligent video monitoring with full automatic,omnidirectional,all day,all weather and long distance,and can be widely used unmanned areas with a wide range of cultural relics excavation,border defense,and oil fields.
