Internal control is a series of standard systems implemented by the management and all employees in order to protect the assets safety and realize the business strategy.It helps to improve the management level and risk prevention ability of enterprises.With China's economic development from high-speed development to high-quality development,enterprises in China are increasingly pursuing management benefits in the process of operation.In 2008,China's Ministry of finance,together with Securities Regulatory Commission,National Audit Office,Banking Regulatory Commission and Insurance Regulatory Commission,based on the COSO report and risk management framework of the United States,and combined with the actual situation of Chinese enterprises,issued the“enterprise internal control standards”,in 2010,issued the “enterprise internal control supporting guidelines”.With this,China has initially established the internal control standard system.At present,China's large enterprises have basically established and implemented internal control system in enterprise management.However,due to the limitation of enterprise scale,the medium-sized and small enterprises governance structure is relatively single and insufficient attention to internal control.There are many loopholes in the internal control of small and medium-sized enterprises.With the increasingly important status of small and medium-sized enterprises in China's national economy,it is necessary to improve the internal control system of small and medium-sized enterprises.J company,as a typical book state-owned small and medium-sized enterprise in Hebei Province,has developed steadily since its establishment.However,with the rise of e-commerce and modern logistics,and the continuous development of private bookstores in recent years,online bookstores and private bookstores occupy more and more shares in the education book market,which intensifies the competition of educational book market.Under the increasingly fierce competition market environment,the disadvantages of the extensive management mode of J company are becoming more and more prominent.Therefore,J company urgently needs to establish a perfect internal control system,improve its management level and risk prevention ability,and then improve the market competitiveness.Taking J company as the research object,this paper mainly adopts the methods of literature research,case analysis and investigation research,analyzes the current situation,existing problems and causes of internal control of J company from five aspects of control environment,risk assessment,control activities,information and communication and internal supervision,and puts forward targeted improvement strategies.In the aspect of control environment,it focuses on improving the organizational structure and human resource policy;in the aspect of risk assessment,it introduces key risk identification,establishes risk coordinate diagram,identifies the risk points of J company and puts forward countermeasures;in the aspect of control activities,it improves the control process of key business activities;finally,it puts forward the improvement methods of information and communication,internal supervision,and then improve the internal control system of J company.At the same time,I hope that this paper can provide reference for the establishment and implementation of internal control system of other enterprises in the same industry.
